The Analysis Of Sustainable Development Of Hunan Province's Agriculture

Agricultural Sustainable Development is the extension of Sustainable Development theories in the field of agriculture and rural, its presentation has been paid high attention by different country's governments and scholars. Agriculture is the industry that has the closest connection with resources and environment, as a large agricultural province in China, the Agricultural Sustainable Development is the fundamental guarantee and priority field to realize the overall strategic target of Sustainable Development in Hunan Province, it has very important strategic meaning. So the research on state assessment of agricultural sustainable development in Hunan Province has important practical significance.Firstly, the thesis summarized the related theories of Agricultural Sustainable Development both at home and abroad. By reviewing the basic concepts, theories, evaluation system methods, and theoretical foundation of Agricultural Sustainable Development, it offers effective theoretical basis for the next research. According to the formation and characteristics of the system of Agricultural Sustainable Development, and based on the present agricultural development situation in Hunan Province, the paper established the evaluation index system of Agricultural Sustainable Development. The assessment indicators system consists of three layers: on the top is the objective layer, in the middle is the principle layer, which is composed by Agricultural Economic Subsystem, Rural Community Subsystem, Agricultural Resource Subsystem, Agricultural Environment Subsystem, Agricultural Science and Technology Subsystem. And at the bottom is the indicators layer, which is composed by forty indicators.Secondly, the paper makes an empirical analysis for the sustainability and coordination of Hunan Province's Agricultural Sustainable Development from 2000 to 2008 year. It calculates various subsystem weigh though in combination of the Analytic Hierarchy Process and expert consults process, calculates the subsystems' comprehensive development index by adopting Factor Analysis Method, and then calculates the whole system's comprehensive development index. Next, based on the comprehensive development index of subsystem, the paper established coordination development models though Regression Analysis in SPSS. Empirical analysis shows that: Hunan Province's agricultural development generally tend in "sustainable" direction, the whole system is basically in the coordination state. Agricultural Resources Subsystem and Agricultural Environment Subsystem are in low development level and keep poor coordination with other subsystems, on the other hand, the rapid development of other three subsystems make up the negative benefits caused by them. So the comprehensive development index of the whole system still increasing, but the restrictive effect of agricultural resources and environment on Agricultural Sustainable Development becomes more intensified.At last, the paper try to find out the limited factors and weaknesses in the current process of Hunan Province's Agricultural Sustainable Development based on the result of the empirical analysis, and put forward corresponding countermeasures and suggestions which can provide useful reference for government departments in formulating and adjusting the Agricultural Sustainable Development goals and related measures.
