The Application Of Green Management Principles In Environmental Management System Of Construction Project

The energy-saving and environmental protection "green building" is the very trend in the building industry as the environment condition becomes more and more serious. As the vice minister of Ministry of Housing and Urban-Rural Department of the People's Republic of China put it in February 23, 2008: the brutal facts indicate that with the rapid development of industrialization and urbanization of China, the matter that developing the energy-saving and environmental protection "green building" admits of no delay if we want to achieve an average annual growth rate of 7% of GDP and double the GDP in 2020 in the coming 15 years.There are disadvantages in the traditional construction project environmental management methods and it needs improving immediately. The "Green Revolution" spreads across the world and arouses the innovation of Management. People advocate"Green Management"which puts more emphasis on environment quality. And how can we apply the Green Management Principles to the construction project environmental management methods? It provides us a new subject which worth researching and exploring.There are five chapters in this paper and the main content of the study are briefly introduced as follows:The paper introduces the background of the research and relative research both at home and abroad. And then the subject, that the application of green management principles in environmental management system of construction project is proposed. Then the paper introduces the "Green Management" principles including the implications of green management, the reasons for its development and the relative theories, which is the theoretical principle of the research.as well.The paper explores the Environmental Management System based on the "Green Management" principles according to the GB/T 24000 standard at first, through the analysis of the problems in construction project environmental management. Then some measures on civilized construction management on site are proposed. The key points of this chapter are recognizing the important environmental factors using the composite grade method, setting up the goals and indexes of environmental management and environmental management plans.Also, the paper discusses the legislation and supervisition function of the the government in construction project environmental management. Then some policy recommendation is proposed, such as the overwhole supervisition on the construction of energy-saving buildings, enhancing the application of energy-saving and environmental protection technologies in buildings, the recycling mechanism of construction waste, the gorvermental supervisation on construction management on site and the education on environmental knowledge and technical skills.The research indicates that the Environmental Management System based on the "Green Management" principles can meet the demand of sustainable development. To realize the goals and indexes of environmental management and environmental management plans,the cost of construction will be increased to some extant. But it helps to conserve energy and reduce emission in building industry, creating a much better ecological environment. The proposals put forward by the paper are of some reference significance.
