In the marketing environment,all kinds of capacity faults occur frequently and with deadly results.Therefore, reasonable configuration problem of reserve capacity is broadly concerned.Spinning reserve is one of the important ancillary services and it can improve the reliability of power system.However,it should be purchased as one kind of resource.Therefore,the layout of spinning reserve scheme in the environment of electricity market should focus on both the reliability and the economicality in power system operation.But,traditional reserve capacity just concerns the reserve capacity of generation side(RCGS) commonly.Classification and quoted price on the reserve capacity of generation side have been studied a lot.To design the perfect electricity market, not only the supply side should been elasticitic enough, but also the demand side should been elasticitic enough.With many buyers who react to price signals, the need can have the sufficient elasticity.Reserve capacity of generation side and IL interruptible option of demand side may be purchased in order to improve generation capacity adequacy.As an emergency reserve capacity resource, the participation of IL in reserve service market plays a vital role in dealing with capacity faults of small probability and high risk.By comparing the system's reliability and economicality,the text aims to set up the well-coordinated and optimized models in different levels of reliability with the purpose of minimizing the full-scale costs.Firstly, it analyses the operation of generation side's reserve capacity market and the user side reserve capacity market.Then it summarizes four different methods of Stratified sampling method,Control variables sampling method,Dual variable sampling method,Key sampling method.On the basis of the combination traits from the integration Stratified sampling method and Key sampling method for the simulaton to determine the average figures & the var of the load prediction of 24 hours in Hunan Province and calculate the reserve capacity and the ERNS(expected reserve capacity not supplied) the generation side needed at different frequency and different hour. ERNS(expected reserve capacity not supplied) is provided by the user side.By comparision of the generation side's reserve capacity and the user side reserve capacity, the reserve capacity system is established in the marketing environment.Through the capacity, the model of the most optimized social benefits is set up.In the final analysis of the calculation,the typical day (2009-7-23) in the summer of Year 2009 in Hunan Province as example,the generation side reserve applies the purchasing model from seperating from the current main market and the quoting way with the bidding type. User side reserve compensation costs uses the load important ranks. Firstly, it does analysis for individual hour.Then,it makes the joint-optimization for the two sides reserve capacity market 24 period on this day. The results indicates the vital sense the user side reserve's application into the reserve maket as well as the advantage of the reliability and the economicality with the joint-optimization of the generation side reserve and the user side reserve, so that the methods and the models referred to in the text is being successfully verified.
