Study On The Evaluation Of Efficiency Of Investment In Basic Public Services In China

In recent years,studies of basic public services and government departments is increasing,the intensity of input is gradually increased,but the issue of basic public services remain.The current reform objectives of the government is to build service-oriented government.To achieve this objective requires that our government input in basic public services for the efficiency of further in-depth and perfection.The level of basic public services for the upgrading of the building service-oriented government is crucial,but the research of the efficiency of basic public services is into rare,therefore,so need evaluation the efficiency of input for basic public services.In this paper our basic public services under the present circumstances are divided into,compulsory education public health, infrastructure, public culture, and basic social security and public employment In order to conduct our in-depth study of basic public services, the paper established corresponding indicator system for the basic public services,followed analysis index system by Malmquist DEA,know the investment efficiency of the current basic public services. Then analysis the basic public services in China through the decomposition of Malmquist productivity index and its index of technological change and technical efficiency change index, technical efficiency change index will be decomposed into pure technical efficiency and scale efficiency change index change index, therefore in order to make more in-depth study of inputs efficiency, this paper analysis of the typical areas. Then basic public services calculated by the input of the efficiency of each situation, in order to conduct in-depth analysis of this conclusion, the article used cluster analysis classified the efficiency of basic public services and interpretation of each of the categories, and analysis of the reason may exist of this situation, at last summarized the conclusion that know part of the input in basic public services are more efficient,but the overall conclusion is less efficient,then put forward some policy recommendations.
