Food safety not only related to each individual health and living quality, but also related to national political stability and social harmony. In recent years, with domestic and international food safety incidents have happened frequently, people have being worried about food safety deeply. It was found that traditional food safety regulation system is faced with the many challenges, for example, increased environmental pollution, new technologies emerge, the unscientific use of veterinary drugs and feed pesticides, food additives abuse, and the globalization of production,management, consumption, etc. which frequently occurs in food safety hazards and accidents also shows that the traditional food safety regulatory system is not very effective, and this prompted us to look for problems to analyze the reasons,and put forward approaches.This article takes advantage of the results of public management theory, based on analyze the main ideas of public governance theory and the development of the traditional control theory.The first part of the contents, analysis of traditional food safety system and its characteristics, and through the "Sanlu milk powder event", perspective of inherent defects of our current food safety regulatory system, and public management theory give inspiration to food safety regulation reformation. The second part, analysis the complexity of the food safety regulatory problem, the complexity is caused to market failure and government failure in controlling the traditional areas of food safety.however, the market and government can not overcome the defects, which is the important reason to dysfunctional food safety regulatory. Then analyzes the important role of positive significance of the public governance for the deepening administrative system, improve traditional food safety supervision system and the maintenance of fair and just competition market. Finally, the development and maturity of the third sector is a necessary condition for public governance realization. The third part, draws lessons from other countries advanced food safety regulation system, and selects the United States, Britain and Germany, the three advanced countries in food safety regulation system to analyze and get enlightenment. Then from the perspective of public governance of food safety regulatory system proposed the basic ideas and principles, and finally explore the food safety supervision in cooperation with stakeholders participation model.In food safety supervision, the government how to play a leading role, the market how to strengthen self-regulatory mechanism, civic organizations how to participate effectively, and how to strengthen international cooperation for remodeling food safety regulatory system.This article has always been to public governance theory as a theoretical perspective and theoretical basis, propose that not only improve the government's regulatory system and market regulation mechanisms, but also to attract the third sector to public affairs, to make up for the double dysfunction of the government and the market in food safety supervision. Therefore, this is different from the previous studies, which have stood the food safety supervision just in government area; meanwhile, this is of positive significance of this article.
