Research On The Problem Of Internal Separation Of Enterprise From Administration For Forest Industry Enterprises Of Heilongjiang

The state-owned forest industry enterprises have played an important role in the maintenance of ecological security and the promotion of economic society, as a sort of state-owned enterprises. Heilongjiang forest industry region is one of the important part of China's key state-owned forest region. It is a significant ecological barrier in the northeast of China, whose total management area covers 22% of Heilongjiang's land area. Since the founding of PRC, Heilongjiang forest industry region has produced 507 million m3 of timber totally, which is an important timber production base in China. Due to historical reasons, the state-owned forestry enterprises assumed lots of administration management functions which should belong to the government, carrying on the productions and business. With the development of the reform and open policy and the planned economic system broken, the amount of forest resources have declined, and the resources structural crisis has increased. Most of the state-owned forest area have been trapped in the "two difficulties". It is proved that the system of combination of government and enterprise has been restricting the development of state-owned forestry enterprises under the market economic system. Coming to the 21st century, the decisions on building a well-off society, the revitalization of the old industrial bases in northeast China, constructing a harmonious society and accelerating the development of forestry, which are made by the CPC Central Committee and the State Council, have provided an opportunity to achieve comprehensive, coordinated and sustainable development for the Heilongjiang state-owned forest industry enterprises. With this new situation, it is the top priority to find a method to achieve the sustainable development of state-owned forest industry enterprises, and the harmony and stability of the forest community.This text adopts the combination of theory and demonstration, guided by the scientific concept of development. And it researches the current status and disadvantages of combination of government and enterprise system in Heilongjiang state-owned forest industry enterprises, and carries out new forms of separating government functions from enterprise management to meet the requirement on the development of state-owned forest industry enterprises by breaking the former combination of government and enterprise system frame with the theory of modern enterprise system, institutional change, principal agent and forest sustainable development.The reform mode of separating enterprise from administration for state-owned forest industry enterprises studied in the text, that is called "authorized by the NPC, send by the government, forest region management and internal separation of enterprise from administration", has the former state-owned forest management institution divided into three parts of that. And they take responsibility for the forest resource, forest industry enterprises and forest region government apart. They perform their duties, and they are interrelated and coordinate, creating the prosperous situations for the state-owned forest region together. This paper expects to reduce the burden on the state-owned forest industry enterprises, and have them revitalized. Meanwhile, it also makes several new explorations for our forest industry, and has some abstract and practical meaning to the reform and development on the state-owned forest industry enterprises and forest region.
