With the deteriorating environmental degradation and increasing ecological awareness of people, an increasing number of people have been aware of the fact that forestry is playing a fundamental role in the ecological construction and national economic development. It is, therefore, essential that people adopt feasible performance appraisal in order to boost the forestry development. However, the traditional performance appraisal merely based upon simple economic indicators, which is not beneficial to forestry sustainable management. In particular, in terms of the forestry bureau with "two difficulties" in Hei longjiang province, its objectives aim at providing economic benefits and societal benefits, but the current assessment cannot avoid forestry bureau pursuing behavior of economic benefits in short-term, eventually, the benefits of forestry hardly exert good influence.Based upon the Sustainable Development Theory of Forestry and the Appraisal Management Theory, the present study takes various properties into account. In addition, taking the main provision of public products into consideration, as well as meeting the public demand of ecological environment, this paper applies the Theory of Public Products and regards the forestry bureau as public service organizations. Through the objectives of the forestry bureau, we primarily assess in three aspects (namely ecological benefits, economic benefits and societal benefits), which are in line with the fundamental objectives of public benefits. First of all, by virtue of frequency analysis, we preliminary select indicators of performance appraisal and perform an quantitative approach through Factor Analysis (FA). After filtering the selected indicators, we will effectively filter such indicators with low correlation coefficients and leave these indicators in order to comprehensively assess the performance of the forestry bureau. Then we view these sound indicators as the main indicators and construct indicator systems of performance appraisal. Eventually, through Analytic Hierarchy Process (AHP), we fix the weightings and carry out comprehensive performance appraisal in terms of the forestry bureau.In order to test feasibility and practical performance, we take Qing he forestry bureau as case study, and perform an test in terms of indicator systems. From the main factors accounting for performance appraisal, we put forward some feasible and effective countermeasures from the above three benefits associated with forestry with purpose of enhancing the whole performance of forestry bureau, and eventually fulfill the harmonious development of ecological benefits, economic benefits and societal benefits stemming from forestry.
