Heilongjiang province has the largest state-owned forest lands. The forestry resources are rich and species are abundant in Heilongjiang province.Heilongjiang province is in the remote and cold area. Forest conservation in Heilongjiang province is more difficult than other regions because of climate. Forestry is a basic industry, and it is an important public service industry. It has economic benefits, ecological benefits and social benefits. So, Forestry Bureau of Heilongjiang province is unlike ordinary business or government, it is responsible for creating economic benefits for itself and providing ecological benefits for society. Forestry Bureau of Heilongjiang province should coordinate the relations of economic, ecological and social benefits. So, it is important to strengthen the performance evaluation of Forest Bureau of Heilongjiang province.The research object of this paper is the problems of the performance evaluation of Forestry Bureau in Heilongjiang province. It explains the background, purpose and significance of the research, and sums up scholars’ results of the research at home and abroad. This paper uses the theories such as performance management and multiple benefits of forestry as guide. First, it describes current situation of performance evaluation of Forestry Bureau in Heilongjiang province and sums up the problems. Then, in accordance with the guiding ideology and basic principles, using Six Sigma scorecard, AHP and other assessment methods to build performance evaluation indicator system of Forest Bureau in Heilongjiang province. Then selecting indicators, determining the weight of indicators and evaluating the performance of the Forest Bureau in accordance with the evaluation criteria. And, it takes Yingchun Forestry Bureau as example to test the feasibility of the performance evaluation indicator system which is built in this paper. Last, I put forward some suggestions for achieving the performance of Forest Bureau in Heilongjiang province. The purpose of this paper is to improve the performance of Forest Bureau. I hope Forest Bureau can create more economic benefits and make itself develop constantly, protect the environment and create more ecological benefits, improve people’s quality of life and enhance social benefits. People can live in harmony with the natural environment. The economic, ecological and social benefits are harmonized development.
