With development of globalization along with deep influence imposed by independent innovation upon human society in space and time, sci-tech HR has become the indispensable link for enhancing capability of independent innovation and building innovation-oriented country. They disseminate knowledge and create the civilization of spirit and matter.Now, the quantity and quality of sci-tech HR is the foundation of enhancing capability of independent innovation and become the most important strategic resources of a country or region.So enhancing competency for sci-tech HR is the basal project of enhancing capability of independent innovation and building innovation-oriented country and developing the nation's economy.This article first introduces the purpose and significance of the research, analyzes current background of China's sci-tech HR under Environment of Independent Innovation.Second,we interview with 86 sci-tech staffin many areas,encode the interview contents and outline 11 competency characteristics of sci-tech HR under environment of independent innovation according to the theory of constructingcompetecncy model.Thrid,design questionnaire inventories and employ software SPSS to process data,use APH to do evaluation and finally indentify weights for indicators.Examples express that the competency model for sci-tech HR under environment of independent innovation in this article operates convenient and reasonable so as to supply measuring tools for HRM practice.
