With the advent of the "industry 4.0" era,Chinese enterprises have undergone transformation and upgrading to promote scientific and technological innovation.The technological innovation of enterprises needs the support of technicians,and people urgently realize the importance of technicians in the innovation development of modern enterprises.In the period of new economic development,enterprise transformation and upgrading are accelerating,and talent competition among enterprises is becoming more and more significant.In order to face various challenges and tests in the process of strategic transformation,it is necessary for enterprises to keep abreast of industry development trends and formulate talent development plans that can adapt to market changes and corporate strategic transformation.As the guarantee of the company's soft power,technical personnel are an important factor for enterprises to achieve transformation and upgrading and sustainable development,and directly affect the core competitiveness of enterprises in the market.Therefore,it is necessary to break through the limitation of traditional enterprise talent selection and innovate the human resource management of enterprise technical personnel.The research on the competency characteristics of technical personnel as human resource management innovation has important theoretical and practical significance.In recent years,although some achievements have been made in the research and application of competency theory in China,the research scope of most literatures is still limited to the research on competency characteristics of university staff and enterprise management staff,and the modeling and application of competency characteristics of technical talents are rare.Such as Foxconn in large manufacturing industrial Internet and artificial intelligence depth fusion,is faced with crisis innovative technology selection and training of personnel,want to achieve in the process of strategic transformation overtaking "corner",is in urgent need of technical personnel,strengthening the enterprise strategic transformation in the important role.So in this paper,under the background of strategic transformation delve into Foxconn technology personnel of competence characteristics elements,construct Foxconn technology personnel competence characteristics model,in order to Foxconn in technical personnel recruitment,training and development,and performance evaluation,etc,to provide scientific and reasonable Suggestions,also hope to be able to help more enterprise attract and retain outstanding technical talent,keep the enterprise in the process of transformation and upgrading of market competitive advantage.This paper firstly USES text analysis method to sort out the job description of technical personnel,and at the same time,with the help of the competency dictionary and other methods,puts forward 11 competency characteristics of technical personnel of Foxconn.Secondly,the behavioral event interview method was used to conduct behavioral event interviews with 10 mold designers to further sort out and extract the competencycharacteristic elements of technical personnel and construct the competency characteristic elements database of Foxconn technical personnel.Again,for further filter out the building technical personnel competence characteristics of alternative elements of the model,USES the questionnaire survey will be competent for characteristic elements in the library into the questionnaire design,distribution and recycling questionnaire data,and using the effective questionnaire data validation data analysis method,finally confirmed contains 27 competent characteristic elements of Foxconn technology personnel competence characteristics model,model of the primary index contains three respectively "professional ability","development motivation","professional quality".The modeling study found that the most important competency characteristic element in the competency characteristic model of Foxconn technical personnel was professional technical ability,followed by experience accumulation,and then the sense of confidentiality and responsibility.At the same time in this article under the background of constructing the strategic transformation of Foxconn technology personnel are qualified for the application of feature model based on competencies come to the technical staff of human resource management,can reduce the low quality of technical personnel,improve people post match,make more targeted technical personnel training and development,helps improve Foxconn existing performance evaluation,improve the performance evaluation in technical personnel promotion and incentive effect.This article research results show that the technical personnel of implicit motives,traits,self-concept and social roles such as the study of the diagnostic competence characteristics is the actual work of human resources,help enterprise can help enterprises break through the previous limitations of talent selection,from the long-term perspective to explore and reserve talent demand which the enterprise strategy development,better play an important role of talent in the promotion enterprise core competitiveness.At the same time,the competency model of technical personnel in Foxconn under the background of strategic transformation constructed in this paper also provides a reference for the human resource management of innovative technical personnel in more similar domestic enterprises,and enriches and expands the application scope of competency theory.
