In recent years, domestic and foreign scholars had done a lot of researches in the field of performance management, at the same time, many companies also integrated competency model into employee performance management and established the models in various fields.To enhance staff morale and establish a reasonable and efficient performance management system, this text, based on the outline of the correlative theories of competency model and performance management, by describing current situation on performance management of middle and high level staff in Gome electrical appliances group and analyzing the primary contradictions and issues, suggests to build a performance management program on middle and high level staff in Gome electrical appliances group based on competency model and proposes implementation measurements of the program.This paper mainly includes six parts:the first part raises the background, purpose and meaning of studying the issue, and the innovation point of research; the second part basically introduces the construction theories and steps of competency model and the main modes of performance management. The research results of this paper will also be built on the basis of these theories; the third part chiefly describes the current status of performance management in Gome electrical appliances group, and proposes the existing problems. The research of this article later period focus on analyzing these issues and improving them; the fourth part is the core part of this article, introduces mainly the construction of competency model on high-level staff and middle-level staff in Gome electrical appliances group, and designs the corresponding performance management program on the basis of competency models; the fifth part proposes how to promote and ensure the program implemented; the sixth part summarizes the study results of this paper and points out the deficiencies of research and development orientation later period.
