The integration of the global economy has brought unprecedented opportunities forcoal industry, and the development of human resources management of the coal industryhave got more and more attention. The middle-level functional staffs are the backboneof the enterprise management personnel. They have to execute the decisions of seniormanagers as well as directly engage in the management of work in the first line-orientedmanagers, playing a crucial role to improve the operating results of the coal industry.Therefore, evaluation and assessment their performance of duties and work performancehave great significance. Because of our cultural background of the enterprises isdifferent from foreign enterprises, how to make rational use of advanced humanresource management practices in domestic enterprises, effective evaluation of the jobperformance of the middle-level functional staff and contribute to the development ofenterprises have been to the difficulty of the human resource research as well as Humanresources research hotspot.In this paper, all research depends on the widely reading reference. Firstly, thearticle expounds the theory of performance appraisal and assessment methods andcombined performance appraisal theory with incentive theory, analyzing the currentsituation of middle-level functional staffs’ performance appraisal and the usage of360-degree performance appraisal method. Secondly, through field research theState-owned coal mines under the Coal Group-G coal mine’s Human resources andperformance appraisal work, find the problems exist in the G coal mine’smiddle-functional staff performance appraisal. Then Propose a new performanceappraisal system based on the360-degree performance appraisal method, setting threedimensions of the G coal mine’s middle-functional staff performance appraisal:self-assessment, the assessment of others and client assessment. According to thedifferent appraisal main body design evaluation index, using the AHP method todetermine index weight and the fuzzy comprehensive evaluation method to makeassessment of G coal mine’s middle-level functional staffs. The method in actualapplication achieved good results. At the same time, put forward system implementationsuggestions and improvement direction. Finally, Put forward the corresponding improvement Suggestions according to the problem existing in G coal mine’sPerformance appraisal.
