With the development of economy and society, a series of resources and environmental problems which follows with it and it's hindrance function produces to the human society development appears day by day, which causes the humanity have to reconsider the traditional high investment, the high consumption and the low productivity leaves and the linear production style of resources—product—consumption—waste.The humanity realizes gradually economic society's healthy development should put the development of resources and environment on the first, and economic society's development cannot be separated from outside the resources environment system.Therefore we seek to achieve the economic society and the resources environment of coordinated development become a consensus.The ecological footprint theory take sustainable development as its key idea, due to advantages of theoretical elaborate and strong operational, it has received the widespread attention and now is applied in various aspects. We can judge a region's sustainable development condition through estimation of the ecological footprint and ecological capacity, thus it has provided the science theory basis for the formulation of relevant policies.At present, Hubei Province is being in the comprehensive construction of well-off society and the modernization, in future economic and social development will demand for resources increasingly, the pressure on the ecological environment will also increasing gradually and worsening of the man-land relationship.This article applied the ecological footprint theory to make an appraisal of sustainable development of Hubei Province from 1998 to 2007, and on the basis of it and ecological footprint theory, some factors that cause changes of the sustainable development capacity has been found out.Therefore this paper has some theory significance and reference value.The content of the paper are as follows:Chapter 1 is the introduction of this paper.After introducing the research background, then analyzed realizeing the economic society and the resources environment coordinated development mechanism and urgency of take the road of sustainable development.And then made a detailed review on domestic and international literature, pointed out it's positive results and problems, and give a brief explanation.Finally, this paper expounds the purpose of this study,significance and innovations.Chapter 2 focuses on introduce the stituation of Hubei province's development of economy-society and resource-environment.At present, Hubei Province's economic society develops rapidly, every field have achieved great achievement.Hubei Province is rich in natural resources, there are all kinds of mineral resources.But some important energy reserves are not rich enough to meet the rapid development.Though tremendous in Hubei Province's environment protection and economic-social development, we should also know that now Hubei Province faces some environmental problems, such as the water resources drop in quality,serious soil erosion,air pollution aggravating and industrial solid waste disposal rate of low levels and so on.These questions will cause the serious influence to the Hubei Province economic society's further development, we should pay enough attention to it.Chapter 3 the theory of ecological footprint is applied to calculate and analyze per capita ecological footprint,per capita ecological capacity and per capita ecological deficit in Hubei Province from 1998 to 2007, and then make in-depth study on each constituent's development and changes of per capita ecological footprint and per capita ecological capacity.Generally speaking, per capita ecological footprint and per capita ecological capacity shows the opposite direction of the development of Hubei province from 1998 to 2007.The per capita ecological footprint increases gradually, but the per capita ecological capacity reduces gradually, the per capita ecological footprint is greater than the per capita ecological capacity show that Hubei Province's ecological environment system is insufficient to maintain it's development of economy and society rapidly.The per capita ecological footprint of fossil energy land and building land growing rapidly is the most important reasons that cause the per capita ecological footprint's growing; the reduction of per capita ecological capacity of farmland,meadow and building area are the most important reasons that cause to the reduce of the per capita ecological in Hubei Province.According to the shortcomings of ecological footprint theory in evaluation of regional sustainable development, so the ecological footprint of ten thousand yuan GDP and ecosystem harmonious degree theory are applyied to comprehensive evaluation of the resources utilization of hubei province.Through the research we can find that although the ecological footprint of ten thousand yuan GDP show a declining trend in hubei province, it is still larger than the national level, meanwhile ecosystem harmonious degree index is smaller which tell us that the resource utilization of Hubei Province is low efficiency, development of economy-society and the capacity of the resources and environment is uncoordination.Chapter 4 through ecological footprint situation of Hubei Province,meaning of sustainable development theory and Hubei Province's actual situation, and base on it, this paper establishing a ecological footprint of driving forces factor evaluation index system.By the principal component analysis, we found that economy,society and environmental protection factors are the main reasons that cause ecological footprint change in Hubei Province.Chapter 5 is thorough study of the summary, and some countermeasures are proposed to reduce ecological deficit so as to realize Hubei Province's sustainable development.
