The Study About The Establishment Of A National Comprehensive Reform Pilot Area In Xiamen Special Economic Zone

After nearly 30 years reform and opening-up, China has entered the reform key stage of implementing the Scientific Development Concept, the perfection of Socialist Market Economic System and the building of a harmonious socialist society. The focus of reform is also deeper into the innovation of system and mechanism. The establishment of a national comprehensive reform pilot area, a major strategic decision made by the Party Central Committee and the State Council, is to promote the key stage of the reform. Its fundamental purpose is to set a model and lead a role play for the new national reform and development by testing it on parts of China, the way of point promoting surface. Since 2005, Shanghai Pudong New District and other seven cities and regions have been approved by the State Council as comprehensive reform pilot areas. After years of exploration and practice in the reform, comprehensive reform has made positive progress in some key areas and key links.Xiamen, one of the four Special Economic Zones established firstly in China, and also the important central city of the economic zone on the west side of the Taiwan Straits, shoulders the sacred missions that are leading in China, such as reform of "pilot field", opening-up "windows", the modernization drive "file leader", and policy innovation and greater openness. After 30 years reform and opening- up, Xiamen Special Economic Zone has achieved great progress and development. However, with the deepening of reform and opening-up, and the universality of the original Special Economic Zone policy, the development of the Xiamen Special Economic Zone is facing enormous competitive pressures and the system innovation still has a long way to go ,which urgently need to inject new vitality and form new development ideas and strategies. The success of the domestic existing national comprehensive reform pilot area showed that the establishment of a national comprehensive reform pilot area and the implementing of comprehensive reform is undoubtedly a rare opportunity to achieve sound and rapid development in the future for Xiamen. Therefore, Xiamen will make much contribution to the new experience and new model in exploring the policy reform and new situation in initiating cross-strait peaceful development if it firmly grasps the historical opportunity given by the government which aims to encourage the eastern region to lead the development and to support the Economic Zone in Fujian to speed up the construction of the economic zone on the west side of the Taiwan Straits.The article, guided by Deng Xiaoping Theory on the Special Economic Zone Building, combined the theory with practice and proposed the establishment of in the Xiamen Special Economic Zone. First of all, from related theoretic analysis of the national comprehensive pilot area, the article expounded the theoretical basis, the basic content, main characteristics, basic mode and the background of setting up; Secondly, through the introduction to the practice situation of the domestic existing national comprehensive reform pilot area, the article summed up the important enlightenment of the establishment of a national comprehensive pilot area in the Xiamen form the three emphatic areas---the position of reform, the thought of reform and the path of reform; Again, from the reality of the economic zone on the west side of the Taiwan Straits and Xiamen Special Economic Zone, the article focused on the analysis of necessity and advantages for Xiamen to establish a national comprehensive pilot area; Finally, based on the above analysis, the article proposed the basic strategy for the establishment of a national comprehensive pilot area in Xiamen, and designed the execution plan of comprehensive coordinated reforms according to the five emphatic areas--- the deepening of the trade system with Taiwan, the innovation of the system of administration in port ,the innovation of mechanism in cultural exchanges between Xiamen and Taiwan, the improvement of mechanism in the exchange and cooperation of Xiamen-Taiwan Science and Technology, the promotion of comprehensive reform in the rural and urban overall plan. Besides, it also discussed the principles of implementation and the security of organization in the establishment of a national comprehensive pilot area in Xiamen.The article has practical value to the decision of Xiamen Special Economic Zone's application to the establishment of a national comprehensive pilot area, and it also lays the theoretical bases of the fulfillment of the comprehensive coordinated reforms in the future.
