Along with era of knowledge economy's arrival, the high-tech enterprise has developed vigorously as the symbolic enterprise of the knowledge economy enterprise, at the same time, it has drove the high technology and high-tech industry expand rapidly. The high-tech industry becomes the most active part in our country economic development. The high-tech industry becomes the important force which draws the national economy growing rapidly.Joined the WTO, R&D activity is the key for high-tech enterprises toward which has the competitive power whether or not, and the R&D achievements has decided the performance of the high-tech enterprises. The R&D capability of the high-tech enterprises decide the enterprises'competitive power, further more, R&D personnel is the essential factor for R&D activity successful. Thus, it is the issue of concern for each high-tech enterprise how to enhance the performance of R&D personnel's and the whole R&D activity's. At the same time, the employee drain question is also another urgent solution to be solved which the high-tech enterprises face. In order to solve the above problem, the high-tech enterprises have only to establish the fair performance inspection methods and incentive mechanism. They can increase the R&D personnel's degree of satisfaction and their work performance. This article research on R&D performance evaluation only for high-tech enterprises.According to the characteristic of R&D different form other staff's, this article ascertain the evaluation indexes of R&D performance which contain six aspects:work performance; scientific research items; working ability; work attitude; Individual quality and Self-development stratification. Then, the performance evaluation indexes of the R&D personnel have been instituted, so does the evaluation standard. This article takes advantage of 360-degree feedback theory and Set Pair Analysis method, and establishes the Performance Evaluation System for R&D Personnel of High-tech Enterprise. At first, according to 360-degree feedback method, this article carry on the preliminary rank determination of the R&D personnel performance, then make subdivision of the R&D personnel performance basing on SPA, this can solve the abuse that we can not distinguish the R&D personnel performance different from each other. And through the relation expression established basing on SPA, we can obtain each R&D personnel's strongpoint and shortcoming, it is also the basis of incentive measures which the managers make in the enterprise.
