Urban and rural development is a scientific concept of development in the five co-ordination in an important element. In 2007, Chengdu was formally approved a "national co-ordinating urban and rural comprehensive reform experimental zone." Chengdu played a very important role as co-ordinate urban and rural comprehensive reform of the duties of a pioneer and has the advantages of the first test in the policies and regulations (particularly in the land system). The essence of comprehensive reform in co-ordinate urban and rural in Chengdu is to balance development of urban and rural, the current focus in the development of urban and rural is on rural economic development. The rural economic development will require industry to support agriculture, urban support for rural areas, solve the "three rural" issue, increasing farmer's income, and gradually narrow the development gap between urban and rural areas, and achieving the rural economic and social development. To implement a city with a rural, use industry to support agriculture, urban-rural interaction and coordinated development of agriculture and the rural economy, sustainable development. As a co-ordinating urban and rural comprehensive reform experimental zone, Chengdu was facing a rare historic opportunity.But China's current economic development is still in the process of urbanization, economic development needs of financial, technical resources, which had been accumulating in a large number in urban rather than rural. And the current problem in rural areas, rural development is the need for funds, but investment is too small, the Government is willing to invest money but it has limited financial resources. Therefore, in urban and rural comprehensive reform pilot area of the co-ordination and construction, financial support of the industry should be playing an indispensable and important role.Financial industry in Sichuan is still dominated by commercial banks in recent years. Commercial banks in Chengdu have to implement intensive business strategy. By focusing on the power of loans in approve, funding and customers, the credit funds flows to those large cities and large projects, large customers, "big base" phenomenon highlights. "Three Concentration" caused by an outflow of funds in villages, and urban and rural development generated a sharp contrast in the demand of funds. The lack of rural financial markets, as well as the lack of rural financial products issues is needed to resolve. Suppose the information and opportunities for profitable projects is uniformly distributed in the population, the farmers inability to make loans even if they have a good project and also had to give up such an opportunity, and thus subject to the economic development of rural financial constraints, the urban-rural income gap would be larger, it will not help the Sichuan achieve "The Urban and Rural Development".However, taking into account the needs of commercial banks as a mainstay of the market continuing operations, risk control is the first element of commercial banks to consider. In the current situation, commercial banks want to better control risk, and the best way is to ask customers to provide collateral or guarantee, but rural areas are able to provide collateral is only rural land-agricultural land and collective land in rural areas. The provision of security in regional financing can only rely on local governments or the Guarantee Corporation. However, the existing laws and regulations of the rural land ordain that the rural land is non-collateral, the government or the security company's ability to provide security is still quite limited. There is no collateral for control of protection against risks, commercial banks would provide financial services abroad in rural areas it becomes very difficult.Therefore, this comprehensive reform in urban and rural land reform and innovations will become the most important, and its aim is to break the existing policies and regulations to promote capital of rural land, and then get the financial industry support in the condition of the risk control to promote rural economic development, and thus the completion of Chengdu in the "national co-ordinating urban and rural comprehensive reform experimental zone" in due pioneer role.For those reasons, this paper uses the change in the land system as a perspective to explore opportunities and challenges for commercial banks in Chengdu. Full-text is divided into six chapters, except Chapter Introduction and Chapter VI, conclusions and recommendations, the key is divided into four parts. The second chapter is literature review, first of all on China's "urban and rural development" theory, based on an overview of origin come to promote agricultural development is to improve the dual economic structure in China, breaking through the threshold of multiple economic equilibrium a natural choice. Since then, the theory of the agricultural land system and the existing system of agricultural land constraints are summarized. Finally, this paper does a theoretical overview of the development of commercial banks in rural finance and rural land system innovation, and finds realistic analysis of the theoretical support and bedding. ChapterⅢis innovative models of rural land system in Chengdu, and introduces the city within the scope of a wide range of innovative models of land system since 2003 in Chengdu. ChapterⅣis rural land system innovation in Chengdu risk rating, using the SWOT analysis method, the land system of innovation model risk ratings, and finally, after a combined index of variety of models to compare, elected Jiang Jin and Jiang Wen River 2 model as a case of the article. Chapter V is the case of the reform of land capital for farmers. The results of the SWOT analysis in the two river model—Jin Jiang and Wen River mode and made a specific case study.Based on the above analysis, this paper draws four conclusions:First, this paper argues the reform of Chengdu, the current land system is still at the exploratory stage, just under the framework of the existing land requisition system, there is no substantive progress; Secondly, the article holds that the land institutional change of the uncertain background, commercial bank in Chengdu to fully involved in large-scale or comprehensive reform urban and rural construction, there is a certain difficulty; third, this paper argues, commercial bank in Chengdu in co-ordinating urban and rural comprehensive reform experiment pre-intervention to a large extent the construction of co-ordinating urban and rural areas need to rely on local government policy support; fourth, this paper argues, Wen jiang model is worthy of attention and expectations.The innovation of this paper is:first, this paper combined with the historic opportunity in economic development in Chengdu, and choose Chengdu rural land reform and innovation for the study to analyze the perspective of commercial banks in which the opportunities and challenges. On the region's economic development has provided some guidance and learn from. Second, this paper has the combination of theoretical and practical features. On the one hand this theory of land systems and rural finance to sort out the relevant literature, using analytical tools of management SWOT analysis of theoretical preparation. On the other hand, through the two-Jiang—Jin Jiang and Wen River—to launch a realistic model of case studies to integrate theory and practice, summarize the conclusions and put forward policy recommendations.Of course, the article also has shortcomings and needs further study. First, the article proposed a system of rural land at this stage whether the development of commercial bank in Chengdu has yet to be suited to the real proof. Second, because commercial banks in Chengdu specific data related to bank secrecy, which is the case of this analysis concluded that there is a certain extent.
