Research On Mechanisms Of Sino-malaysian Cooperation In Marine Fisheries

In the Era of the International and regional economic integration, there is no country which can be indepentdent of the outside world to seek for it's develpoment in social and economic field, let alone it's existence; the interests dispute between countries may involve more nations'interests. Exchanges and cooperation between the various interest groups have become an important means of resolving disputes. Thus, the ideal about communication, coordination, cooperation, reciprocity, mutual benefit and win-win situation is the main theme of this era, where it is inevitable requirement to strengthen international exchanges and cooperationChina is located in the South China Sea, as Malaysia is. the waters under their jurisdiction is abundant in marine fishery resources, and Marine fisheries and related industries in coastal provinces occupies an important position in their economic and social development.The International and regional economic integration has brought both opportunities and challenges for cooperation in marine fisheries between China and Malaysia.On the one hand, as the exchanges and cooperation is deeping in depeth, and co-operation mechanisms are being improved, they have got more and more achievement. This provided an enabling environment basis for the conduct of marine fisheries cooperation between the two countries.On the other hand, with the development of the other countries around the South China Sea, there is obvious contradiction among population, environment and resources.This paper takes the history and development of the Sino-Malaysian bilateral relations as an entry point. In the situation of today's economy and South China Sea disputes, on the basis of suming up the experience , it is necessary to take great efforts to expand new areas and necessary to seek for new mechanisms for the Sino-Malaysian Marine Fishery exchanges and cooperation .This paper takes the mechanism of Sino-Malaysian cooperation in marine fisheries for research purposes. First of all, from the reserch on basic conditions, we have concluded theoretical basis and realistic basis for cooperation in marine fisheries. Secondly, with basies on the analysis of advantages and disadvantages,we put forward the principles for the Sino-Malaysian cooperation in marine fisheries. Finally, according to the principles, we put forward the dialogue and cooperation mechanisms and working (implementation) mechanisms for the development of Sino-Malaysian marine fisheries.This study has important theoretical and practical significance. On the one hand, we can enrich the theory of international and regional industrial cooperation, and enrich the theory of international and regional economic management; the other hand, it can provide theoretical guidance for Sino-Malaysian cooperation in marine fisheries; it can provide new ideas by exploring furtherly the path to develop the Sino- Malaysia, Sino- ASEAN relations; it can provide innovative solutions to settle down the maritime rights and interests disputes in China South Sea;And it also can provide new ideas to deal effectively with international and regional public issues for the world.
