Marine fisheries is not only one of the the ocean three major industries, but alsoan important part of the marine economy in the context of the development of China’smaritime strategy. So, how to achieve coordinated development between thedevelopment and protectionthe, has been of the important theoretical hotspot. Decadesof blind pursuit of the increase in the production of marine fisheries has caused byoverfishing, the severe recession of resources, environmental pollution, invest surplus,transition difficulties and other issues, all these are seriously restricting the sustainabledevelopment of marine fisheries. So,the historical evolution in order to guide a realityis the starting point of this article.First of all, the article analyzes the situation of marine fisheries resources andfisheries organizations. Resources reflect the human relationship with nature andorganization reflect the relationship of man and society, through the analysis of thesetwo aspects, get a general analysis of these years of development of marine fisheries.The natural decline in reserves and lower quality as the most important characteristicsin terms of resources, but the development of the mariculture industry makes up andbreaks through the restrictions, has become the new model to lead the industrialdevelopment of China’s marine fisheries. In terms of organization, the marine fisheriesevolved in the natural economy mode, China’s marine fisheries industryorganizations have difference with of the theory of industrial organization assumptioof the West, mainly as follows: the imperfections of the market mechanism andeconomic subjects "natural persons", according to the two different characteristics,this article gives a phased divided-industry front organizations and industryorganizations based on tthe state of the market mechanism and market players.Secondly, the article studies the impact of factors that lead to the evolution ofmarine fisheries, and divides them into external and internal factors. Industrial policyas the macro-control of the National Marine Fisheries. this article treats it as external factors, and according to the different periods of industrial policy oriented dividedthem into: positive development, improve the policy-oriented,resource conservationand industrial development policy orientation. Marine fisheries production inputs areinherent factors of the whole process of the development of marine fisheries, thearticle treats them as internal factors.And give a analysis of the Present for marinevessels, marine aquaculture area, practitioners.Thirdly, the article uses the Synergetics model analysis under the theory ofself-organization Synergetics in the empirical analysis of the evolution study,Synergetics studies the synergy and competition in the internal elements of theresearch system, thus contributing to the system to achieve the independent evolutionSynergetics model of the evolution of mechanisms in the dynamics have quantifiablereference. The paper firstly authenticate to the complexity of the Correlationdimension model of the marine fisheries, Phase Space Reconstruction of marinefisheries production indicators to come to the association of marine fisheries, theempirical The dimension is2.2731, marine fisheries are complex systems anddynamic mechanism modeling at least three indicators.
