Study On The Land Intensive Use Of Zhengzhou Development Zone

As a modern industrial cluster center and nucleus of regional economic growth , development zones have been reflected accumulative effect in a certain degree. Capital cluster, investment intensity of average land and rate of output is far higher than other regions in the land use. However, the agglomeration effect and the scale effect of development zones have not fully used because of the unclear function and similar industrial structure. Land waste and inefficient utilization phenomenon still exist. Therefore, improving the land utilization, promoting land intensive use of development zones, evaluating the potential of reserved land scientifically and reasonably have important theoretical significance and application value in limiting the blind expansion of development zones, easing the protection pressure of cultivated land, saving urban construction investment and strengthening land resources management. So the evaluation of development zone's intensive utilization is becoming an important topic of current research.Firstly, related researches of land intensive utilization evaluation is put forward, and the land intensive use evaluation theory of development zone is preliminarily summarized. Secondly, using remote sensing monitoring method survey land utilization and the benefit of land use, and then analyze and summarize the results. On that basis, combining with the intensive land use evaluation procedures of development zone (for trial implementation)and choose corresponding index for Zhengzhou, establishing intensive land use evaluation index system, and apply Delphi method to gain each index's weight. Nevertheless, aiming at the problem that the development zone's intensive land use evaluation procedures (for trial implementation) did not give the exact connotation of each index's ideal value, this paper refer to the industrial project construction land use control indicators, "11th five-year" plan, the city planning of development zone and other related materials, trying to ascertain the evaluation index system for the ideal value and give macro assessment to intensive utilization. At last obtain the intensive score of development zone. After analyzing and evaluating, the result shows that Zhengzhou high-tech development zone's land use efficiency is low; the status of land use structure need to be improved ;the land use intensity is low and the reserve resources is short. In view of the above problems, this paper puts forward some countermeasures and suggestions.The evaluation and research of land intensive use of Zhengzhou high-tech development zone is not only can provide decision-making basis for the reorganization of city's development zones, but also can offer principle to land use expansion, the ways of land use improvement and the development direction of development zone. Moreover it also has important reference meanings to land resources exploitation of other cities'development zones.
