Technology talents are the fundament of independent innovation and the key of the development of science and technology. It has become very important to foster and select technology talents of a high level and high-guality. Appraisal of technology talents is the premise of the selection and appointment of technology talents, and technology talents appraisal system is based on the scientific appraisal system.As an oil company, Yellow River Drilling Corporation is under long-term impact and constraint of the planned economic system. The mechanism of human resources management and development is not perfect, and to a certain extent, it restricts the development of enterprises.This paper aims to establish a scientific talent appraisal system for Yellow River Drilling Corporation , and this system ensures that we can correctly select, develop and appoint the talents, create a fair and harmonious environment for the growth of talents and form a good mechanism which can make excellent talents to stand out from the crowd.This paper combines the theoretical analysis with empirical research, and quantitative with qualitative analysis. Consulting a large number of literatures and doing the spot investigation, this paper fully understands the industry and enterprise features. The paper analyses the state of technology talents appraisal system and points out its questions. Aiming at the questions existed, uniting analysis of the basic quality of technology talents and position analysis, it confirms the appraisal factors and criteria specialised with the corporate characteristics; Based on relevant experts'panel discussion, it confirms the weight according to AHP and Expert Evaluation Method. This artical uses fuzzy comprehensive judgement to construct the mathematical model for Yellow River Drilling Company and confirms to the evaluation of the object. The last part is the implementation phase of the evaluation system, and it puts the system into the practice, and evaluates the results of practice.
