The Transfer Of Rural Surplus Labor Force Problem In China

China has made great progress which attracted wordwild attention during twenties-year reform and opening-up. However, there are many problems to be solved, of which the most urgently and chanllenged is three dimensional rural issues, problems about peasantry, ruralareas and agriculture. In recent years, in order to solve three dimensional rural issues, thecentralgovernment adopted to many policies to solve these problems.Since 2004, seven No.1documentstodirect the work of 'Agriculture, Countryside and Farmers'have been issued. The density, strength and proceeding of policy for aiding agriculture and benefiting farmers is unprecedented.The seven consecutiveNo.1 documents all aim at'Agriculture, Countryside and Farmers', which has been generally acknowledged as vane of policy and expresed the decision of Party Central Committee and the State Department to resolve these problems. Without a solid foundation, the earth was moving. The focus of constructing a comprehensive well-off society should be located at basal department and the its base be in countryside. However,these problems have still been not solved radically untile nowdays, even deteriorate in some places. Investigate its cause deeply,it is that the nature and core problem are not solved, which is topromot the tranference andemployment ofsurplus rural labour. The barrier to transfer surplus labor is including the incompatiblity between inner quality of peasantry andmodernized production, the hysteresis quality oftown and township enterprises and citilization, the low level ofurbanization, the restriction frominstitution,the poor system of labor market and insufficient international labour market. Our suggestions for this problem is to persist to develope agriculture, strive to improve the inner quality of rural labor, exert to develope tertiary industry,develop private enterprises, accelerate the pace of building small town and rural, strengthen construction of system, impose and standarlize employment system andexploit the international work market.
