| The building of Western Shore Economic Zone has got widespread concern, especially after achievement of the three direct links across the Taiwan Strait in December 2008. tourist cooperation in West-strait economic zone is becoming increasingly active and how to carry out the scientific cooperation has become the important issues. With the development of regional tourism cooperation, tourism circle as a product of regional tourism cooperation came into being. After 15 years' development, tourism circle theory has basically taken shape. This theory will be applied mature tourism circle theory to build on the west side of tourism circle. Through the tourist area spillover model the spillover level of 21 cities is analyzed, and the west side of tourism circle to is built according to the analysis results, the strategy of West-strait tourism circle of at the present stage and design principles of tourist routes in tourism circleare also explored in this paper. using the tourist area overflow model to guide the construction of tourism circle has some significant theoretical innovation, while West-strait tourism circle concept is first proposed. Construction of the west side of tourism circle will provide a reference for tourism planning in the Economic Zone.
