It's demonstrated, by many developed countries and the coastal region of our nation development process, that there exists interrelation between industrial cluster and city's development. Basing on professional division of the labor and industry chain, industrial cluster helps to promote the transformation of industrial structure, strengthen industrial competitiveness of the city, promote spatial structure of the city , decrease city's working cost, improve city's environment, consequently, promoting the quality of urbanization, enriching the connotation of city's development. the level of city's environment has an effect on agglomeration of labor force, industry and technical service organization and so on, which are needed by the development of industrial cluster, thereby, working on the exertion of city economy agglomeration effect, and external environment needed by the development of industrial cluster, such as municipal foundation, favorable policy, industrial culture, native system environment and so on. In conclusion, the development of industrial cluster can strengthen industrial competitiveness of the city, the city's development and perfection provides necessary foundation for industrial cluster.Presently, there are still lack of overall thorough system research for the effect interrelation between industrial cluster and city's development. Some researches have cognizance of effect on the promotion city's development made by the industrial cluster, however, many referred researches have neglected the interrelationship between them, separating their relationship. So, this paper would contract industrial cluster and city's development to research the interrelationship between them, in order to promote both of them developing rapidly and rationally.In order to demonstrate exactly the relationship, this paper refers to advanced experience of many developed countries and successful practice of the littoral region of our nation, Firstly, demonstrate the institution of industrial clusters how to promote city's development, then discuss city's development how to promote industry developing. Colligating the quantitative analysis for industrial agglomeration degree of our country's different district, the paper farther opens out interrelation between industrial cluster and city's development.Based on the conclusion, the paper draws an instantiation analysis, selecting Chongqing city as objects. Through selecting many data and examples about industrial cluster and city's development, the paper proves there exists exactly interrelationship between industrial cluster and city's development of Chongqing: one side, industrial cluster promotes city's development, on the other side, city provides condition for the development of industrial cluster.By analyzing mechanism of coordinate development between industrial cluster and city's development in Chongqing, we find that government plays a role of communicator and guider.
