Many cities in China have launched a"CBD stocks". CBD is the short of Central Business District. It is the area that highly concentrated the financial, information, business and trade activities in the city. The construction and development of CBD will have a great role in enhancing the city's comprehensive competitiveness, improving the industrial distribution, and creating the new economic growth point.This article begins with the development history of the CBD in the world, deeply analyzes the experience and enlightenment of the planning and construction of CBD domestic and international, and sums up the necessary conditions for the formation of CBD. Then combine with the central place theory, economic rent theory and aggregate economic theory to analyze the theory experience of building CBD in regional central cities. By the specific analysis of Huludao City, the article proofs the necessity and feasibility conditions that Huludao City develops and constructs the Longwan CBD. It describes the planning contents and project significance of Huludao Longwan CBD in detail. At the same time, this article carries out a project economic evaluation on the Longwan CBD using cost-benefit analysis. It also proposes an economic evaluation system for regional cities develop CBD projects, which is aimed at the defects of traditional cost-benefit analysis, and it is based on cost-benefit analysis, also integrated AHP.Based on the summary analysis of construction of domestic and international CBD, the article finds that planning and constructing a CBD requires some certain conditions. We will focus on the combination of center functions and non-center functions when planning CBD. And, the size of CBD is not a positive relationship with the size of the city, it owns itself limit. When develop and construct CBD, we should focus not only on highly-speed developing economy, but also can not ignore protecting and enhancing the ecological environment and the overall image of the city. Different cities plan and construct CBD should have different model, they should adopt the different development and expansion strategy. These will be consistent with the characteristics of the city itself. So it will ensure the health and rapid development of CBD.Through the summary of the experience that establishment of CBD in regional central cities, this article argues that constructing a CBD in the regional central cities is not only the product that urban developed to a certain stage, when it can bring the region and surrounding areas to rapid economic development, but also can improve the condition that East Midwest districts has imbalance economic development levels. It has significance for strengthening China's comprehensive national, national unity and achieving the prosperity of the Chinese nation.This article based on the specific circumstances of Huludao, it agreed that the construction and development of Longwan CBD is significant for the development of Huludao. It will not only enhance the impact of Huludao, help the adjustment of industrial structure, but also promote the city's planning and construction. The success development and construction of Longwan CBD will make Huludao have an enormous impact on the economic development of western Liaoning and Northeast Asia economic circle. There will also become the best place for tourists and public leisure in Huludao. It also will be a beautiful city landscape in the future.
