Huludao City, formerly known as Jinxi City, has changed its name to Huludao in September 1994 Huludao City, located in the Bohai Sea coast, is in the important component part of the northeast old industrial base and one of the most potential city in the Bohai Economic Rim. Convenient location advantages, strong industrial advantages, a wealth of resources, forming a unique advantage of economic expansion. However, The good ecological environment condition is the Huludao socio-economic sustainable development foundation. The research of land utilization and the ecological environment construction has the special significance to HuludaoAccording to the principle of the protection and the improvement ecological environment, aroundding the coordination relations of land utilization and the ecological environment construction ,and safeguardding the goal of the land resource sustainable, this article seeks to analyze main ecological environment question which Huludao City current faces, to research land utilization way, spatial arrangement change and ecological environment construction relations, to discuss environment friendly land utilization pattern,and to propose land utilization regulation countermeasure and the policy suggestion. which plans the Huludao City environmental protection and the ecological building.the paper draws the following conclusions:1,Land-Use in Huludao City exsits series of ecological problems.2,Based on environmental capacity index and the planning guidelines, the article will make the appraisal separately to the region environmental effect in the fields of the land utilization ecological building goal, the land utilization structure and the layout and the land utilization intensity. the conclusion are advantageous for the land utilization plan in the region ecological environment quality enhance, are advantageous to the region social economy sustainable development.and the article will have the conclusion is that the land utilization plans have advantages to improve the region ecological environment quality, and have advantages to the region socio-economic sustainable development.3,Based on the land ecological building district control principle, the Huludao territory will be divided into the ecological protection areas, the ecological sensitive control areas, the basic farmland protectorate, the general ecological protectorate, urban construction and the environment protectorate4,In the ecological land structure and the layout aspect,the article proposes many land-use structure and layout of ecological planning that includes safeguardding the foundational ecological land, effectively enhancing the ecological function of land use structure, building good sites of ecologicial patterns and so on. In the land utilization pattern aspect, the article proposes many construction of ecological land-use patterns which includes coordinating land development and the green space construction, coordinating of land use and geological disasters, coordinating of land use and mine ecological construction, protecting wetland ecosystems,maintainning farming-agriculture ecological functions, comprehensively coordinating the utilization of coastal shoreline and so on.
