In this process, the biddings send the documents, announce the public the subject matter of purchasing and selling, the standard and condition of transactions in relative media, second the requirements from the tenders, the qualified should carry out a fair competition. The biddings would organize the evaluating committee for selecting the tender, and then publish the final result and sign the contract which should be strictly apply to the regular and estimate standard in the related documents with the winner bidder.The development of Chinese tender bidding management system could be divided in several stages: the first, after the opium war, the imperialist powers forced the Tsing government to open the commercial port, cede the concession, to compress the Chinese people. At that time, the main Methods including the contact system, strictly controlling contract system, responsibility-definite contract system and quality supervision system. The Second, when PRC early established, the management mode of construction industry is contract issuing; it means that in accordance with the national plans, the ministry of construction distributed the order to the construction enterprises in the way of administrative mandatory. During this period, the construction unit as the tender, namely the first party, the construction enterprises as the contract, so-called B.They signed the contract which already defined the rights, obligations and economic responsibilities. The third, after the third plenary session of eleventh central committee ,the Chinese construction industry drafted and perfected and 4 basic mechanism for the whole project industry: promulgated and implemented《the construction law of PRC》,provided the basic law reference to the development of construction market; drafted and perfected model text of project contract ,implemented the contract-oriented mechanism; implemented tender bidding system, introduced the competitive mechanism in the construction market; created the project-supervision mechanism, reformed the system of project construct- ion and management;11th,december,2001,China became the member state of WTO,it means that, China economic is totally integrated into the world economic. considering the rules of WTO,of the market access principle, the National Treatment and the international environments as well, it did not only provide an opportunity for the development of Chinese constructions industry, but also made China face to the stormy competition from the whole world .Therefore the Chinese constructions industry is urgent to be moderated, reformed and perfected to deal with the challenges.After 30 year's development, the Chinese tender bidding management system is preliminary formed, as a response, the market is also expanding. For playing the furthering positive functions of the system to break the regional blockade and the industry monopoly, to increase the economic benefits, to ensure the quality of project, items, service projects, and for prevention of corruptions as well, we must persist in the orient of the reform, enforce the construction of the system to solve the serious problem which existed in field of tender bidding and promote the healthy development of the market.This article could be divided into six parts. The first part, mainly introduced the background and the sense of the topic, the development of project management, industry management and the status of relative research, stated the feasibility and necessity of this research directly. The second part, started with the basic theory of tender bidding management, elaborated the concept, principle, characteristic of it, lay the base on standardize researching. The third part, considering the actual situation of JingYue economic-development zone of Changchun city, elaborated the main methods and existed problem in the bidding purchasing, made in-depth analysis of the tender bidding management status of Jingyue. The forth part, emphasized the function and system designed of tender bidding management of Jingyue, analyzed the advantages and disadvantages during the work to improve the standardization program of bidding-tender management. The fifth part, focus on the method and the solution of Jingyue tender bidding standard management on the basic research of Jingyue status. The sixth part is the conclusion, to give the way of problem solution to the Jingyue bidding-tender normalization management.The main constructions projects of Jingyue are government-invested projects, according to the management requirements of Jingyue, the procurement center responsible for the bidding-tender. Owing to the government purchasing action it is, the job must be qualified with openness, competition, fairness and policy.The goal of Jingyue procurement center is: surrounding the central task of the economic-developing zone, concentrated on increasing the using efficiency of government purchase funds, aimed at creating an open, fair, impartial purchase environment and a"better service, lower price, higher quality"service system to strength the purchasing management of the item, project and program service, finally, contribute to the constructions of Jingyue new western zone.Second the statistics in 2009,the Jingyue economic-develop zone on average, organizes bidding–tender activities 55 times per year purchase amount involved 61.1 million Yuan (items for 5.6 million, projects for 42 million, service for 13.5 million),it states in the leading level comparing with another purchase unit in the citywide. By the means of the government centralized purchasing, the Jingyue procurement center saved financial capital 9.7 million per year (items for 610 thousand, projects for 7.69 million, services for 1.4 million); the saving rate is 13.7%, took effect on the saving model of the government purchase and increased the using efficiency of financial capital.By the analysis, the tender bidding management of JingYue procurement center still exist the problem of [], [], human disturbance on pre-evolution result of the tender quality, vicious price competition and the immature experts management system.This article combined with the basic theory, the status and the existed problem in bidding-tender management, proposed the methods and the implementation program of jingyue bidding-tender standardization management. First, evaluate the managing hierarchy on performance, including the working attitude, management style, management state, sense of responsibility, skill and other comprehensive management factors, an then put these evaluations into the system of estimation to encourage and constraint the performance of the managers. second, established the manager evaluation system to definite the responsibility ,integrate the power, the responsibility and the benefit of the managers ,finally, leads the acts of the managers to the frame of scientific and meet the requirement of modern management. third, strengthen the manager training ,evaluated on their own abilities, trained them in specified target, intensified the modern management idea, made them obtain the knowledge and skill of management and made the management activities be the conscious and voluntary action of their own.As a content of the bidding–tender project standardization management , the article made the scheme: first, strengthen the basic work of government procurement center. In this work, we will promote carrying out the basic tender bidding management of the Jingyue procurement center, by the way of finishing files and materials, completing and maintaining the supplier data base, experts and judges database, commodity price information database. Second, we improved the work ability and level of the staffs continuously. On this issue, the abilities of procurement center staffs will be improved by virtue of the theory and business education, the sense of responsibility will be intensified by the way of situation-analysis. Third, we will focus on the innovation; concentrate on dealing with 3 relationships. on this issue, the Jingyue bidding-tender normalization management system would be created after dealing well with the relationships between time and efficiency, quality and price《,the government purchasing law》and《the bidding-tender law》.At last the article proposed an outlook on the standard operation of bidding-tender market. The first step, the《the implementing regulations of bidding-tender》should be elaborated as soon as possible to refine the identical standard of illegal activity, critical review the quality of the bidder and the complaints handling procedures of the successful bidders. So as to furthering strengthen the administrative supervision and the operative of the system. The second step, to furthering rationalizes the supervision system. On one side, is to realize the separation between the supervision and management. On the other side, the key is to intensify the cooperation between the departments. And then to establish the communicative system on bidder complaints handling, create the mechanism on illegal handling of bidding-tender and form a force of legal enforcement in the model of joint-enforcement. the third step is to prepare a standard system of bidding document ,make an effective implementation on《standard construction bidding document》and《pretrial document of standard qualification to construction bidding document》,and rely on this base, prepare different bidding documents for different scale and types to form a completive system on bidding style. the forth step is to establish an electronic-bidding system, elaborate the electronic-bidding method and gradually to create a public service platform of electronic-bidding ,to show the advantage such as resources saving, efficiency promotion, transparency-intense and supervision mode changing. The fifth step is to perfect the credit mechanism, make an integrated credit mechanism System and an index-evaluation system, put the《record and announcement of illegal action on biding-tender interim measures》effectively to improve rewards and punishments mechanism in a benign situation. the last step is to perfect the system of expert evaluation database management, establish an integrated method of the database, research on the classification, improve to organize the comprehensive national expert database of cross-industry and cross-region, seek to create a public service platform which is ready for the tender selection, and gradually form the resource-sharing to guarantee the evaluation objective and impartiality. |
