Research On Problems In Zhuhai's Illegal Construction

Since three decades of reform and opening up, Zhuhai following country has undergone enormous changes. This old small fishing village in the South China Sea has been turning into a prosperous metropolis, the urban scope keeping expanding, the population increasing year by year. Along with the rapid economic growth, urban management problems are becoming more and more obvious. Among them, great number of illegal buildings should be one of the outstanding problems, which is becoming an increasingly serious problem in urban construction. As severe as malignant tumor to the modernized construction of the city and the countryside, illegal buildings disturb the order of urban planning and construction, destroy the urban environment and destruct the harmonious development of economy; as a result, strongly influence the construction progress of a number of significant projects in Zhuhai, then restrict the urbanization of Zhuhai to a certain extent.In the recent decade, as the real estate market highly booming, the price of real estates continuously rising, renovation of urban villages being in full swing, construction of industrial parks flourishing incredibly, although Zhuhai Municipal Government has invested tremendous manpower and material resources, exhausted whatever it has, the momentum of illegal construction has not been constrained effectively. To clear up the illegal construction has drawn widespread concern from various circles of Zhuhai society.Based on systemic study of the illegal buildings'statuesque, causes and treatment measures in Zhuhai City, this paper restores the progress of its development and expansion, summarizes comprehensively experiences and lessons learned from the remediation of illegal construction, analyses existing problems and shortcomings, and explores the effective way to Zhuhai's urban planning and management and the remediation of illegal construction. For this reason, the writer insists on combining theoretical exploration and empirical research, statuesque analysis and development, and actively explores and innovates, attempting to make arguments valid, information informative, language popular, restores and outlines the Zhuhai government's ideas of governing the illegal construction, seeks a proper approach to governing illegal construction, to reaching a three "win-win" situation of the social, collective and individual, and minimizing the waste of public resources to maintain social harmony and stability in Zhuhai which is also the focus of this paper.The paper consists of four parts: the first part briefly introduces the research background; the second part defines briefly of the illegal construction's core concepts and the study scope, and overview the main manifestations of illegal buildings; the third part focuses on analyzing the types and the causes of Zhuhai's illegal buildings, and briefly overview the remediationmeasures and the effectiveness achieved in Zhuhai; the fourth part discusses and analyses the current problems and shortcomings of the Zhuhai government's remediation measures on the illegal buildings; the fifth part puts forward the countermeasures and recommendation on the remediation according to the illegal buildings'statuesque in Zhuhai; the seventh part is the paper's concluion.Illegal buildings are the inevitable historical products in the process of Zhuhai's urbanization with complicated causes and diversity forms. To completely solve this difficult task, only we respect for history, seek truth from facts, pursue people-orientation, make science policy, to establish a management system of planning and construction with explicit rights and responsibilities, legally administrate and reasonably administrate, classified disposal, proper handling economic interests of state and the collective, collective and individual, reduce risks which can intensify social contradictions, take the road of scientific management with "dredge" and "block" combined, can the social crux of the illegal buildings be handled well.
