Black Soil of Cold Region is the most suitable farming land resources. Black soil is very loose and fertile, which contains high quantity of organic matter content and its products are very rich. Besides, it is non-renewable and precious scarce environmental resource. There are only three parts of Black Soil of Cold Region all over the world, the first part is located in Ukraine, the Great Plains, the second part is located in Mississippi River in the United States, the last one part is located in Songliao basin in Northeast China. Because of serious damage to vegetation, soil erosion and environmental pollution, the use value and the ability to produce of black soil area of Ukraine and the U.S. Great Plains in the Mississippi was greatly weakened. However, because of its late development and the natural ecological resources is intact, the black soil of Northeast China is an important resource with great value and development potential. Also, it is the important commodity and food grain base in China, which is called "rice bag", "bottle Son", "meat shop". According to the research, in northeast China to form 1 cm of black soil needs 400 years or so, with a deep humus layer, soil fertility, showing that Black Soil of Cold Region is " cowry " of the soil, having the reputation of "the king of the soil". It is a rare kind of strategic resources, and has a huge development potential. Black Soil of Cold Region does not only belong to the three northeastern provinces, but also with a state in the world; it does not only belong to now, more are coming. The development of green industry as the core of ecological agriculture economy in Black Soil of Cold Region, is not only the best choice of both history and reality, but also the strategic project to revitalize the economy, national strength and prosperity. Moreover, it is a pioneering work, which benefits the present and the offspring, which also fully reflects and meets the need of human self-development, environmental security and social harmony.Suihua City is in the core area of the typical black soil, as a typical representative of Black Soil of Cold Region, it has a unique agricultural resources advantage. Suihua's black soil's fertility, soil structure, physicochemical properties are the best among the other types of soils in China. It has advantages of high ability to overwinter, strong conservation for fertilizer, high temperature variety between day and night. Its main products are grain, oil, livestock, coal, wood and so on. Black Soil of Cold Region's agricultural production has pure taste, both of hue and taste, and the accumulation of substances and trace elements is rich, so it has more nutritious. Suihua city is rich in soy, corn, rice, sorghum, beans, wheat, and some other cereals, it also has sugar beet, flax, fruit and vegetables, potatoes, marigolds, herbs, wild vegetables, and then pigs, cattle, sheep, deer, rabbits, geese and fish, with the reputation of the Chinese dairy town, the hometown of China's high-quality soybeans, China's township of flax, sugar beet in China town, Chinese cold snap beans town and so on.However, once the Black Soil of Cold Region is damaged, the lives of millions of people and sustainable economic development in the region will be directly affected. Therefore, to enhance the environment of the Black Soil of Cold Region, research and analysis is very necessary and urgent.This paper study deeply on sustainable development theory, recycling economics theory, then investigate and analyze the Black Soil of Cold Region ecological status and the resource utilization status , through the analysis of problems, this paper proposes solutions to resolve conflicts and problems.
