In knowledge economy times, social division of labor gradually becomes deeper. Humanresource outsourcing is used as a fresh supervision manner, which can successfully improvecompetition, reduce operating cost, concentrate on strategic functions of human resourcedepartment, optimize internal and external resource combination, gain advanced experience ofhuman resource management, and bring competitive advantages to enterprises. However,outsourcing service provider and enterprise seek after different interests; they interact witheach other; outsourcing market is immature and lack of legal basis. All above external factorsmay result in some risks of human resource outsourcing. Therefore research on risk control ofhuman resource outsourcing is very important.Paper mainly studies on risk control of human resource outsourcing on the basis of homeand abroad existing researches about risks of human resource outsourcing. Firstly, paperoverviews relevant theories of human resource outsourcing and risk management; then, papersystematically identifies risks of human resource outsourcing from two sides of risk sourceand outsourcing process, determines the risk factors, and formulates the contrast tables. Basedon the risk factors, define factors'risk rank by taking risk matrix analysis and sort with riskfactors by using Borda value. Like these, risk factors can be evaluate quantitatively and do ademonstration. At last, all factors take place in the outsourcing process. So paper explainshow to control risks of human resource outsourcing from four stages. They are selectingwork-outsourced stage, selecting outsourcing service provider stage, outsourcingimplementation stage, exit outsourcing stage. Outsourcing work and outsourcing serviceprovider are critical, so paper establishes core competent decision for outsourcing work,builds outsourcing service provider selecting model by applying fuzzy comprehensiveevaluation, and other proposals. By the researches of this paper, it is able to provide some reference and help for controlling human resource outsourcing risks.
