After-financial crisis time, the living environment of companies has greatly changed. Stated-owned companies'executive has to think positively on how to attain companies'sustainable development. Noises including industries'periodical changes and industries'risks will influence objective and fairness of executive performance evaluation,which the main flaws of present executive performance evaluation,and it is impossible to encourage executive to better serve owners without objective and fair executive performance evaluation. It is necessary that stated-owned companies'executive performance evaluation has to be improved after taking into these influential elements into account, so it can pay solid cornerstone for efficient encouraging executives.The paper is started from stated-owned holding listed companies, and it is studed stated-owned companies'executive performance evaluation system. Firstly, it is concluded executive performance evaluation's theoretical foundation, paying a solid theoretical cornerstone. According to analysing correlation and differences between executive performance evaluation and corporate performance evaluation, and the key points of executive performance evaluation is clarified. Then, it is analysed disadvantages of present executive performance evaluation:incorporating noises which are uncontrollable environment for the executive. So, executive performance evaluation based on RPE is proposed out to remove system risk among industry. What's more, being taken into characteristics of stated-owned holding listed companies'executive performance evaluation, the evaluation system is constructed in detailed. The last but not the least, it is studied by an example, and concluded the whole paper, looked forward to the future study.The Stated-owned holding listed companies'executive performance evaluation system based on RPE constructed in this paper enriches and perfects present executive performance evaluation, and can evaluate executives'performance more realistic and fairly.
