Research On Operational Performance Evaluation Of Local SOEs Executives

The establishment of SOEs (state-owned enterprises) performanceevaluation system not only serves as an effective method of strengtheningstate-owned assets supervision and administration, fulfilling investors’ rights andinterests, but also enhancing the competitiveness of SOEs as well. Scientific andrational performance system makes significant contributions to the developmentof the state-owned enterprises. For one aspect, it plays a guiding role in theSOEs healthy and sustainable development. For another, it helps enterprises tofind out the problem, to conquer the problem，and to prevent the problem.In this paper, the writer tries to find out the problems of local SOEsperformance evaluation system, concerning the unique characteristics of the fiveSOEs in Pudong New Area，and then dedicated to finding a scientific andrational performance system on the basis of relevant theory and advancedexperiences. SOEs should separate different types of business, establishcorporate governance system and adjust the management structure at the same time, and enhance the accounting information system, followed by theintroduction of the EVA, the variance analysis model, and the Balanced ScoreCard when appropriate.
