Enterprise production and management of human resources is the most active factor, is called the first Resource Economics. Economic and social development makes more and more intense competition among enterprises. To many companies have realized that to improve their competitive position, we must start talent introduction and training efforts. Chinese importance in the business management of human resources management, human resources management, the work of one of the most challenging is the salary management. Salary management is not limited to simple, traditional features, but were given new content, salary management influences the business development and human resources development strategy linked with close to and to rare breadth and depth of penetration to every aspect of business. Salary management is not to stay in a simple operation, and technical and institutional levels, but as an effective auxiliary tool for enterprise goals of the attention.In recent years, China Unicom Corporation and the provincial branch of the company's compensation management and optimize the design of more and more attention. However, due to the different branches at different locations resulting from enterprise management system, the different quality of staff and by external market environment and other factors, modeled around the branch headquarters of the salary management system designed to manage the local branch office salaries systems often fail to stimulate the desired effect, in many branches, the Henan branch is a typical example.
