Engineering project management is a systematic management methods which adopting scientific principles to construction project planning, organization, coordination and control. Metro project is a complex systematic project, not only for the large investment,the pressing task but also the project schedule,investment,quality and safety is hard to control; only introducing modern project management theory and methods can the engineering project reach a expectant comprehensive benefit. Generaly speaking, good project management is the key to project success.The problems emerged in the project construction management is main existing in the project management system and in the process control of the project contstruction, including: 1.lacking of efficient control and measures as well as insufficient project investment control. 2. Cannot rectify deviations arised in the process of project implementation and finish the project schedule as required. 3.Only pay attention to the selection and management of the construction form and ignore the management and requirement of the ownerself.Dalian metro construction progress is not scheduled, both the contractors and design scheme is determined time delay, the research time for the delay, the graph or subway company itself but the main reasons.Both the contractor,deleying on the determination of the design scheme and deleying of the drawing print out time are the reasons of unscheduled construcion progress, but the main causing is the Metro Company itself. Among the elements that influencing the progress of Dalian Metro project, the most two obvious factors are the slow progress of demolition and imperfect content of construction progress.Project investment control includ decision-making stage,design stage, bidding stage and construction stage. Considering the problems reflected during the investment control process of Metro Company, the main issues of investment control are centralized in design, contruction and equipment manufacturing phase. During the project investment control process, technology and economy often disjointed which is a widespread phenomenon in the domestic engineering construction field. For subway engineering such complicated system project, according to the requirement of system project during the project investment control process applying the value project as a management technology to unite technology with economy and furthermore to organize related departments to cooperage to obtain an ideal investment control effect.Project bidding is the key procedure of engineering project which also is the one that most easily arise problem. Metro Company have established a set of bidding management measures and modify, supplement and complete it according to the problems arised during the bidding process. Considering the implementation, the set of bidding management measures can ensure the whole process of bidding is open, fair and impartial. However, due to the complex of control procedure, the cycle of bidding is long. Considering from the whole process of bidding, the main procedures that influence bidding time are decision making and contract.Management by objective is the main methods of project management, however, project goal must be realized through implementing control which is the important meas of goal achieving. Without effective control, project is hard to success. Schedule objective, cost objective and quality objective are the three contraint terms of engineering project. To achive effective control, project control measures shoud be further perfect, especially for the schedule control, investment control and quality control meansures.
