With the rapid development of knowledge economy, human resource have gradually become the first resource that people pay more attention to, the strategic position of human resource management in companies is rising, how to keep people become the issue which is caring by enterprises. Along with it, Competency Model is a hot toptic in study of human resource management, more and more scholars and enterprise research and applied of competency model, many companies are beginning to build their own competency model, and as an advanced tool on human resource management, bringing benign economy benefits for enterprises.Competency model is closed to human resource management system, including the post analysis, human resource planning, staff selection, staff training, salary management, performance management and career planning and so on. Along with it, recently, the research of history human resources administrative's competency model to be shorter, and its existing achievement mostly based on European and American national condition and cultural context. Specially in China, the research on competency model still to be at the start stage,but also has not entered the widespread application stage;But in order to enhance the level of the human resources management in our enterprise,the academic circles and the enterprise starts to pay attention to the application of human resources administrative's competency model.But the practice of competency model in our country still has some problems.Among"takes to promote and to develop the staff competency,but neglects HR Manager's competency model"as well as"takes the theory research but neglects the application research"to become two important questions,but latter one is more prominent.Based on this,this article in profits from the domestic and foreign experiences in the foundation,comparative analysis HR Manager is competent the quality model.And explores HR Manager's competency model in our country enterprise utilization present situation,the existence question and proposed the corresponding suggestion and the countermeasure,are competent the quality model by more effective use HR Manager.the relative special and systematic research on the competency model for human resource administrator was already established. However, how to take advantage of competency model for human resource administrator scientifically and hoe to enhance human resource management is also a problem which company need to settle urgently.The research based on current theoretical foundation, take M company as an example, and made human resource of M company as samples, mainly by using questionnaire which used the scale of the competency model for human resource administrator which had high reliability and validity, using Mann-whitney U test. According to the difference between the human resource administrator of high performance and that of mediocre performance on the competency items, and apply the competency model for human resource administrator to M company's human resource administrator's training, including in analying demand, selecting the kind and method and training assessment for M company. Some suggestions are provided for improve the mediocre performance human resource administrators in M company and other more Chinese companies.
