The geographical information system (GIS) is a kind of spatial information system. Compared with Management Information System (MIS), GIS has the ability to query and analysis the spatial data, and can display the spatial information vividly and directly. Along with the application of GIS to various areas, GIS goes into a period of rapid development, and the relationship bewteen GIS and human being is becoming inseparably close.With the development of social economy and living standard, tourism industry is booming and becoming more and more fashionable. At present, although information is not the direct factor to create social economic effect, it can be also widely accepted that information is essencial during the process of market development. If the tourist information can be accessed easily, the costs in planning and organizing travel can be reduced, which will make transaction achieved easily in tourism market. So it is imperative to build a TGIS, to meet the needs mentioned above.Firstly, in this paper, the development and the application of TGIS in China and abroad have been reviewed. The characteristics of tourist resource and tourist business have been introduced. At the same time, the characteristics and the distribution of tourism resources in Yunnan have been studied. Based on the investigation, the concept, the application and the development of TGIS have been analysed in detail, and the feasibility and necessity to build a TGIS have been stressed. Secondly, investigations and comparisions about several popular ComGIS software platforms in the present market have been made. The key theory and technologies of TGIS have been studied in detail, which are spatial database, spatial analysis and tourist route analysis, etc. Finally, Based on the research, the author chose c# as the development environment and ArcGIS Engine (a product of ESRI) as software platform to develop the TGIS. The TGIS of yunan province has been system design, function design and technology design, which included Information query, line measurement, map basic operation, route analysis, buffer analysis and GPS query, etc.
