Based on dissertaion of the brief history and status quo of the development ofWebGIS, the viewpoint that WebGIS is the impotent foundation of Digital Earth isproposed. Based on analysis of its function, WebGIS server is divided into three partsfor implementation:l. GeograPhic Information Server Geographic information service is the coreservice of WebGIS. Theself defined layer not only conveniences users in aPplication, expands theaPplication range of the system, but also ensures the security and integhtyof the original data.3. User ServeL access control according to the identity of individual user isimplemented, which ensures the security of the system.WebGIS is designed and implemented in this thesis, as compared totraditional GIS, it implemented the communion of geograPhic information data andsoftware, avoided the installation and maintCnance of them on client computer, userscan get GIS data and service provided that they are on line. This advantae enduesWebGlS with very impotent practical value and broad application foreground.
