Since the beginning of the reform and opening-up, China's economy is developing rapidly,and has made noteworthy achievements.But, behind the rapid growth in the economy, safety accidents have occurred incessantly in our country, not only caused great losses to the state and enterprises,but also threated workers'life and health.It has caused adverse effects in the society and internationation,and has initiated certain economic and social crisis. In the market economy, it easily lead to market failure because the existence of information asymmetric and the negative internality. The work safety is difficult to be guaranteed through the market self-regulation, and must rely on the government regulation to achieve. And the voice that ask government to further reinforce the work safety regulation appears unceasingly.The work safety regulation pattern is the system security of implementing the safety work,is the basis and premise for doing the work safety well. Therefore, the work safety regulation pattern was take as the object of study for this article. Firstely, described some theories of the work safety regulation.Secondly,combed the development course of China's work safety regulation pattern, and analyzed existing problem of the work safety regulation pattern from organization establishmen, functions registration,power distribution, operating mechanism within the framework of the basic elements of the work safety regulation pattern. So point out the need and urgency of reform and improvmnet for the work safety regulation pattern in our country. Particularly point out the way of power distribution is the key point of inform and improvement for the work safety regulation pattern.Thirdly,analysed the administration pattern of the domestic departments, especially State Council administrative law enforcement departments,and analysed the strengths of vertical management. Combed four developed countries'occupational safety and health regulation pattern including United States, Japan,England and Germany which have gradually established and improved in their industrialization process,and summarized useful experiences. Through to analyse advantages and disadvantages of the existing three kinds of occupational safety and health regulation pattern which including Center government vertical management, specialied management and double-track management, combined with the problems of work safety regulation pattern in our country and the superiorities of vertical management, configured that should learn from the cccupational safety and health system of central vertical management. According to the above, proposed specific measures that further improving the work safety regulation pattern,incuding:the work safety regulation agencies should implement provincial vertical management;should establisht the mine safety regulatory agencies and implement Center government vertical management;clarify functions of the regulation agencies,and improve the operational mechanism which provides system safeguard for effective operation of the work safety regulation system.
