China Packaging Waste Utilization Management Policy Research

Resources and environment is the precondition for economic and social development. They are important for all kind material production activities and are the limitations for other actives. .However, current production and consumption activites caused rapid resources depletion and serious environmental pollution. There is a sharp contradiction between the infinity of human needs and desires and the finity of environmental capacity for development. With no doubt that the intensification of the contradiction is a serious threat to the sustainable development of human. In order to find the right solution to balance between depletion of resources and socio-economic development, we must change the model of economic development which is to develop circular economy. Utilization of packaging waste is one of the important parts of developing the circular economy. However, implementing the utilization of packaging waste requires a wide range of resource management systems and policies support.In this paper, it defines the concepts of packaging waste resources and SWOT analysis have been done to understand the current situation of packging wastes generations, recycling mode, related policies and regulatgions, and utilization of packging wastes. Combing the succeful experience of packing wastes utilizations in developed countries and some typical case studies in China, suggestions have been made for building up a comprehensive management system and supportive policies to promote utilization of packing wastes.First, analysis of the source of packing wastes, classification and characteristics has been performed based on some important concepts.Secondly, SWOT analysis have been done for packaging waste recycling industries based on the urrent situation of generation of packaging waste, recycling mode, policy and regulations, and resource utilization of industrial packaging waste.Thirdly, introduce the successful experience of packaging waste resources management in developed country which have extensive practical experience that we should learn from.Fourthly, some typical case studies. There are some practical experiences of utilization of packing wastes in our countries. However, there are some drawbacks and problems. By analyzing some typical cases in China, reviews of the succeful experiences and problems have been done.Finally, suggestions of the constructing a specialized packaging waste recycling system and the establishment of new mechanism of operation for packaging waste resources management system, Also, in order to achieve the successful implementation of those recommendations, a series of support policy measures have been proposed. This paper provides a theoretical reference for developing packaging waste utilization and management.
