In 1997, the third United Nations Framework Convention on Climate Change passed a protocol to protect the global climate, i.e. the Kyoto Protocol, which defined the quantity of greenhouse gas emissions reduction in the developed countries, and provides solution for developed countries to achieve their targets. Developed countries can cooperate with developing countries by providing advanced technology and purchase their certified emission reductions. Three mechanisms were approved to emission reduction in other countries, namely the joint performance, the clean development mechanism and emissions trading. The project involved is a clean development mechanism (CDM) project, the trifluoromethane(HFC23) decomposition project.In this paper, according to the requirements of the project HFC23 decomposition verification process characteristics and burning device, puts forward the incinerator distributed control system (DCS) and emergency shutdown system (ESD) design scheme of the system, and from two aspects to carry on the design of hardware and software development. Establish DCS system using APACS+hardware,ESD system using QUADLOG hardware, and use programming tool to complete systematic software design. The system’s upper computer software design use InTouch software as development platform. It accurately reflect the Processing of thermal oxidation unit, display the technology parameters such as temperature, pressure and rate of flow in the system of DCS&ESD in real time, complete the alarm setting, look over the historical trend and real time trend, monitor system operation condition, and emergency shutdown etc, ensure the device operation. The system has been put into operation, and achieved a good running effect, has reached the design requirements.
