| Low carbon economic development model has become a prerequisite for realizing sustainable development all over the world. In-depth study of China’s carbon trading mechanism for the development of China’s economy and ecological harmony has an important theoretical significance and practical value. Carbon emission right allocation system is an important prerequisite for the smooth progress of the carbon trading. In this paper, aiming at the shortage of domestic carbon emission rights allocation I design a distribution of differential treatment of different industries, discharge and emission intensity to provide a fair space of reduction.Then we may motivate more enterprises participate in emission reduction through the cooperative game approach to effectively compensate for the enterprise cost reduction. I establish the dynamic relationship between next year’s quota and emission reduction in this year and encourage enterprises to reduce emissions intensity through the cooperative ways. Finally, I describe the effects of the coverage, threshold, MRV system, data,system construction, public participation and other aspects and put forward the related proposal. |
