The surrounding area of Kongtong District are rich in coal resources,and compared with other areas rich in coal resources, Kongtong District has relatively abundant water resources.Under the background of reverse distribution of coal and water resource, lack of gas and oil, development of the western region, promoting comprehensive utilization of coal and coal chemical industry construction, Kongtong District launched "Pingliang Industrial Park development plan (2012-2030), which plan to develop coal chemical industry,fine chemical and other chemical industry. The planning area is located in Jinghe valley,where the atmospheric diffusion conditions are poor and sensitive targets are numerous. Planning of chemical area will cause serious influence on the air sensitive targets of Kongtong District. Therefore,to study the relationship between the layout of air pollution source and the the ground concentration of pollutants of sensitive targets, and then optimize the planning layout of Pingliang Industrial Park, is of great significance to relieve the contradictions of local economic development and environmental protection and construct the harmonious Pingliang.First of all, through the method of field survey,data collection and planning eia practice, the characteristics of meteorology, atmospheric sensitive target distribution are analyzed in this paper.Then, the embarrassment of Kongtong District in chosing industrial location and the air pollution problems of the industrial park planning layout are also analyzed.Secondly,the CALPUFF model is used to study the the influence law between layout change of industrial waste gas sources, the accident sources and the sensitive areas and housing, tourism environment of Kongtong District as a whole.Finally, five different layout optimization schemes of different adjustments of Pingliang Industrial Park are put forward. Through the analysis of the effect of the five different layout optimization schemes, the 110m scattered chimneys on the plateau scheme has the best effect, and then, in turn is the chemical industry zone located on the plateau scheme,300m concentrated chimney in the valley,130 m scattered chimneys in the valley and at last is the partial adjustment scheme.
