Atmospheric Environmental Impact Analysis Of Nanjing Economic And Technological Development Zone Plan And Countermeasures

In our country,the formal establishment of the plan environmental impact assessment?EIA?system implied that the EIA system was extended gradually from the micro-level construction project EIA to the macro-level plan EIA.At present,the plan EIA in China is still in the developing and perfecting stage,and there are many imperfections.Especially,the technical guidelines and related assessment methods for atmospheric EIA of the plan of industrial park?economic and technological development zone?,are not yet particular requirements and general method.The current situation,some problems and difficulties of plan EIA work at present were analyzed in this study,and based on the "Technical Guidelines for Plan Environmental Impact Assessment",the main contents,general process and assessment methods for atmospheric EIA of the plan of industrial park?economic and technological development zone?were sorted out.In addition,combined with the actual situation of the plan of Nanjing economic and technological development zone,the plan contents and environmental status were described,status survey and assessment of air pollution sources were carried out,and according to the main environmental objectives and the established relevant indicators in the index system of the development zone plan,the atmospheric environmental impact was identified,the main environmental impact factors and characteristics of atmospheric pollutants were determined.Based on atmospheric environmental assessment factors and the standard limits which determined in this study,the atmospheric EIA of development zone plan was analyzed and assessed systematically.Finally,through the analysis and assessment for atmospheric environmental impact of Nanjing economic and technological development zone plan,the obtained conclusions in this study are:the overall air quality in the current development zone is better;the indicator values predicted by atmospheric environment impact can meet the relevant standard limit values;atmospheric environment risk is mainly due to the excess emissions of air pollutants resulted from production facilities breakdown in the enterprises in the zone;and environmental impact of development zone plan predicts that the total emission amounts of SO₂ and NO_x will less than environmental capacity,and the regional atmospheric environment can support the implementation and development of this plan.However,after the implementation of this plan,the atmospheric environmental capacity in the development zone will close to saturation,so it is necessary to strictly control the total emission amounts of atmospheric pollutants.At the same time,according to the situation of Nanjing economic and technological development zone plan,some suggestions related to industrial development,functional layout optimization,pollution control and environmental management are put forward for better protection of the atmospheric environment of the development zone in this study.
