Facing with the dual pressure from the international carbon emissions and domestic industrial structure of adjustment and upgrading,the industrial sector, the foundation of the national economy, has been in high development level with high pollution and high energy consumption of the traditional development model for many years. It’s has been increasingly difficult for the industrial sector to adapt to the current low-carbon development trend. "Twelfth Five-Year Plan" of China’s has established specific emission reduction targets for the provinces and cities.Jiangsu, which is China’s main industrial economy province, attracts a lot of FDI. As one of the most important province in China to undertake international industrial transfer, Jiangsu is one of the most Province attracting lots of FDI in the country, meanwhile it has increasingly serious problem of local environmental pollution and energy consumption.This paper selects time-series data from 1999 to 2013, using the least squares regression to analyze the relation between carbon dioxide emissions and FDI. The result shows that the inflow of FDI in Jiangsu Province can increase the carbon dioxide emissions volume in Jiangsu Province from the economies of scale. From the structure effect and technology spillover effect, the inflow of FDI in Jiangsu Province has a positive impact on the environmental quality and reduces the intensity of industrial carbon dioxide emissions. According to the result, the authorput forward some policy recommendations. Jiangsu should adjust its energy consumption structure, increase efforts to develop clean energy,raise the standard of FDI introduction, optimize the quality of FDI,through learning technology spillovers and structural effects from FDI,realizing the aim of adjusting its industrial structure, improving the energy structure optimization and energy savings.
