The Research On Current Situation,Problems And Countermeasures Of Production Safety Accidents' Emergency Rescue In City K

In recent years,industrial cities in the economically developed areas of Eastern China have entered a period of high incidence of accidents,which not only brings huge economic losses,but also causes a large number of casualties,which has attracted the attention of the government,enterprises and other sectors of society.In particular,K city is located in the core of the Yangtze River Delta,is a more developed economy city,all kinds of production safety accidents are occurring constantly.For this reason,K city has actively explored the emergency rescue work of production safety accidents.However,it still faces certain problems and severe challenges.This paper takes K city as the research object,uses public crisis theory,social governance theory,government responsibility theory and system theory to study the current situation of emergency rescue of production safety accidents in K city,and carries out problem analysis on three main bodies of government,enterprises,social organizations and the public by means of literature research,empirical research and interviews.Based on the analysis of the causes of the problems in the operation mechanism of K city's overall emergency rescue,the integration of emergency rescue forces and the construction of emergency rescue capacity,and by drawing lessons from the experience of western developed countries,this paper considers the improvement of the emergency rescue work of K city's production safety accidents from three perspectives:co-management of multiple subjects,integration of social resources and construction of an integrated platform.From the three dimensions of government,enterprises and the public,it is proposed to establish a comprehensive platform for emergency rescue at the government level,to plan scientifically by the government,to improve the assessment system,and to encourage scientific research institutions to carry out research.At the enterprise level,insurance and credit mechanism should be introduced,emergency drill and evaluation should be strengthened,and third-party services should be purchased.At the level of social organizations and the public,we should expand the propaganda platform and scope,and open up the third-party service market.
