With the development of maritime transport industry, the port has become an important hub for the import and export trade.Especially the booming of the oil industry,the coming on stream of oil reserve bases on the ports coast and the frequent operations of ships,port surge in oil throughput, and the oil spills continue to occur,it seriously threats to the ecological environment and coastal economy of the port waters.The current major means of oil spills monitoring is remote sensing technology of ships, aircraft, satellites to implement monitoring large-scale oil spill,and layout port oil spills monitoring device,Although they all achieved very good results, they can not implement real-time monitoring to some high accident waters of the harbor,At the same time it fails to optimize the layout, resulting in unreasonable distribution of oil spill monitoring device that can not find oil spills at the first time, increasing the difficulty for the latter part of cleanup.The main work of this paper is to establish the layout model of port oil spills monitoring terminal with using AHP to achieve optimal layout of the harbor oil spill monitoring,With achieving real-time,accurately monitor in port oil spills,it meet the requirements of port operations, maximizing the use of resources.According to the related regulatory requirements of Ministry of Transportation, more than 50000t dock must be equipped with Port Oil Spill Monitoring and Alarm System which meets its need.This article introduces the relevant monitoring techniques, and combines with the actual situation of the port, to achieve monitoring the specific area of the port, it is most reasonable to layout oil spills monitoring terminal in the port.With the layout of monitoring terminal, it can achieve a comprehensive and reliable monitoring of the port waters.The articles selectes the laser fluorescence oil spill monitoring terminals, describes the benefits of laser fluorescence technique and various layout methods,analyzes the requirements of laser fluorescence techniques for monitoring layout,determine its strengths.It focuses on the related factors of monitoring layout including:weather,sea conditions factors, waterway conditions, anchorages, vessel traffic density, ports, terminals, platforms, marine sensitive areas.It identifies the monitoring layout factors with AHP,establishes a monitoring layout model,determines the weight value of each index.And it studies Dalian Xingang,proposes the appropriate layout suggestions, analysis waters environmental of Xingang,we use the models that have been established to optimize the final plan,put forward suggestions.Analysis and evaluation the final plan,the suggestions are feasible.
