By clarifying its concept, purpose and significance, principles, reasons for establishment and history as well as analyzing the subject of supervision and management together with the allocation of administrative power, it is not difficult to find that the root cause of the problem lies in the incomplete laws and ill administration and supervision.Thus, the article will focus on the introduction to the division of conservation areas for drinking water, its procedures, standards and legal effect after being put into practice as well as the problems and proposals. In a bid to protect the conservation district effectively, relevant security system is needed, which mainly includes the emergency system, special funds system and ecological compensation system.
