In recent years,with the growth of national economy and increasing attention to rural development paid by governments at all levels,material living standards of rural residents in China have been enhanced year by year.According to the statistics by Statistics Bureau,in 2017,the per capita disposable income of rural residents reached 13432 yuan,increasing by 7.3% without counting of price factors.As a consequence,increasing income has enhanced the consumption level of rural residents: in 2017,the value of retail sales of consumer goods in rural area reached 5.1972 trillion yuan,which increased by 11.8%.However,the relationship between the enhancement of people livelihood and the quality of environment was contradictory.On the one hand,people expected to live somewhere beautiful and clean,on the other hand,environmental pollution,especially garbage pollution in rural area became increasingly serious as a consequence of the development of production.It was common to see that houses were surrounded by garbage and villages were covered with garbage,which not only damaged the environment that rural residents lived in,but also damaged village appearance as well.Considering the national conditions of China,at the present stage,rural area and rural population still occupied a large proportion of the country.According to the sixth nationwide population census conducted by Statistics Bureau,the population of rural area is 674149546,constituting 50.32% of the national population.The large population in rural area also signified garbage governance in rural area would face a quite severe challenge,because of the complicated situations in rural area nationwide,so that the implementation of policies could not reach the assumed expectation.In the reports of the 19 th National Congress of the Communist Party of China,the construction of ecological civilization was regarded as a project of vital and lasting importance by the government,from which it can be seen that the determination and deep concern of “constructing ecological civilization” by the Party and state.To build a new socialist countryside and fulfill the concept of building ecological civilization,the improvement of rural environment should be considered as the top priority.The governance of garbage in rural area is an important component of the improvement of rural environment.In the present situation,it is almost impossible to achieve the expected results if only depending on governments and implementing conventional governance model.As a new governance model as well as a challenge for traditional governance theory,Gerry Stoker's Governance Theory provides a new governance approach for the garbage governance in rural area.This new governance model will present new governance subjects and also bring new governance methods.Besides,it also presents the power and responsibility division among governance subjects.This thesis is written to study the garbage governance in rural area from the perspective of Governance Theory by Gerry Stocker and then offer feasible suggestions.
