As non-renewable energy resource, coal is of great significance for the economicdevelopment of Shanxi Province. More than ninety percent of coal production in ShanxiProvince from underground coal seam, and underground working faces manyprecipitating factors such as flood,gas explosion, roof fall and so on, leading to frequentcoal mine accidents in Shanxi Province, underscoring the importance of emergencycapacity of coal mine enterprises security incidents in Shanxi Province.Firstly, through statistics of the main coal mine accident cases happened in recentyears and the analysis of the relevant literature information, this article suggests thatemergency management system of coal mine security incidents in Shanxi Provinceincludes four parts: information warning system, decision-making system,implementation system, feedback and evaluation system, and explains its functions andconnections of various systems at stage of accident incubation, occurrence andconvalescence.Emergency capacity of coal mine enterprises security incidents in Shanxi Provincewas selected for the study in this thesis. In order to scientifically evaluating theemergency capacity of coal mine enterprises security incidents, the capacity mentionedabove be viewed as a service, and QFD is applied to the special product or servicedesign. A emergency capacity measurement model based on QFD is proposed from thepoint of the matching of supply and demand. The article constructs a grey correlationmatrix based on QFD, which is a conversion tool driven by customer’s requirements.Then the importance of customer’s requirements can be proportionally deployed into thesupply indexes, and thus the weight of indexes can be determined in preparation for theevaluation of emergency capacity of coal-mine enterprises security incidents in ShanxiProvince next phase.The evaluation on emergency capacity of coal-mine enterprises security incidentsin Shanxi Province is a systematic engineering. After the index system for theevaluation on emergency capacity is confirmed, the emergency capacity evaluationmodel of coal-mine enterprises security incidents in Shanxi Province can be set up byfuzzy math. Take a Coal Mine of Shanxi, for instance, comprehensive evaluation resultof emergency capacity is given through fuzzy arithmetic based on fuzzy matrix, then provides reasonable countermeasures and suggestions for increasing the emergencycapacity of coal mine enterprises security incidents.In this paper, the research with evaluation on emergency capacity has enriched thetheory of quantitative evaluation on emergency capacity of coal mine security incidents,and make the evaluation more scientific and reasonable; it provides a effective tool tograsp the emergency situation of coal mine enterprises security incidents in ShanxiProvince precisely, and to appraise the level of emergency capacity scientifically, and toestablish rational measures which can increase the emergency capacity; it can help toanalyze the reliability and validity of the emergency decision-makings and the rescueprocess, and help to achieve scientific and effective emergency; it is of significance forsustainable and healthy development of coal industry in Shanxi Province.
