The workplace of mine is usually in underground and is not at an stable conditions, poor production conditions, is often affected by water, gas and coal-dust threats such as to avoid the accident, and the accident is inevitable. In recent years, the great coal accidents occurred frequently, these accidents not only killed countless miners, but also brought huge economic losses for enterprises, social life, at the same time has seriously affect the international image of China. Low capacity of coal mine emergency and the inadequate emergency rescue is one of the reason of an accident of the main serious consequences. Therefore inspecting the actual situation of the mine accident emergency rescue ability has significant for enhancing the mine emergency rescue capability test the actual situation on the enhanced the coal mine emergency management ability, provide strong reference for the coal mine emergency ability construction, has the important practical significance for enhancing the normalization and scientific of coal mine emergence management.Coal mine accident emergency rescue system as the important content of the coal mine accident emergency management, involves many subsystems of the coal mine system. Therefore, this paper use the theory of the Rough Sets attribute important degree and extension synthesis assessment to analyses and calculate the problems of the coal mine emergence mechanism construction, influence factors and the organizational system, regulations, protection system, emergency rescue capability evaluation and index construction.The main content and conclusions of the thesis are as follows:(1)Through the research of a large number of literatures of domestic and international coal mining enterprises emergency rescue capability evaluation index system the progress of the theoretical methods, research results, problems and development direction, based on this proposed direction and contents of this paper.(2)Analyzing the characteristic of the coal mine accidents, analysis the coal mine accidents in China the status of the emergency rescue system and problems, following the principles of system dynamics to explore the mine emergency rescue system goals, factors and mechanism analysis mine emergency rescue system elements.(3)The mine emergency rescue capability evaluation system is built, using the method of the rough set attribute importance weight for determining ability to calculate the weights of the mine emergency rescue evaluation system.(4)The coal enterprise accident emergency rescue comprehensive ability evaluation model is built by using extension of comprehensive evaluation method constructs. This article discusses the problems of the coal mine accident emergency rescue system construction, and proposed the corresponding solving methods through the research of the coal mine accident emergence rescue capability evaluation. It has great practical value for the construction of the coal mine accident emergence rescue system.
