Economic development and environmental protection is a major problem. Based on the economic globalization, with the development of the urbanization, industrial upgrading and transfer has become more and more frequent in the past30years. In order to promote the economic development of the region, many poor areas vigorously undertake industrial transfer, especially some high energy consumption or high pollution heavy industry, at the expense of the environment. Measuring by the total amount of GDP, the local economic in such areas has improved significantly. But they ignored the environmental hazards which caused by economic externalities. The farmers who has relatively weak environmental awareness, are often the biggest victims of negative economic externalities, and their production and life has suffered great. In this context, we analyzes the agriculture external cost of the silicon industry development in Nujiang, Yunnan Province, where the economic development is relatively backward and the farmers have relatively weak environmental awareness. Thus, the paper selects two villages which have many commons on natural conditions and social characteristics:Ronghua Village and Chongren Village for the study. Based on the research of environmental pollution impact on crop yields by many experts, according to the distribution of the villages, by the way of sampling survey, we collect and analysis the data of the variation of crop yield, so that we could get the monetization of the loss of crops, to account for the economic loss caused by environmental pollution Nujiang silicon plants to local farmers to create, analyze the impact of agriculture on the outside of the NPV of silicon plants. The results showed that agricultural external cost impact on silicon plant NPV is very small, manufacturers do have the ability to give local farmers the appropriate compensation for pollution. On this basis, we proposed the establishment of agricultural compensation mechanism, strengthen pollution control, sustainable development and environmental protection between the silicon industry’s.
